The Naval Air Warfare Center, Aircraft Division Indianapolis, intends
to procure quantity 209 each Video Fatigue Data Recorders (VFDR)
HI-8MM, with options to procure an additional 20 units. The subject
VFDR is a color video recording system for use in the United States
Marine Corps AV-8B aircraft. The VFDR is a form, fit and function
replacement of the existing 6mm recorder. It is the Navy's intent to
procure Commercial Off the Shelf (COTS) video recorders or
contractor-modified COTS, to meet the Navy's requirement. Existing
source data, documentation, reports, and other data that have
application shall be utilized to the fullest extent possible. A
Statement of Objectives (SOO) will be provided with the solicitation,
requiring offerors to submit a Statement of Work (SOW) describing their
best approach using COTS to accomplish the Navy's requirements. Source
selection will be based on greatest value. This replaces cancelled
synopsis for flight data recorders, which appeared in the CBD on 1 Mar
96 under N00163-96-R-0075. Telephone requests are not acceptable. FAX
