Kesling This synopsis is published pursuant to the requirements of Federal Acquisition Regulation Subpart 5.2 -- The Morgantown Energy Technology Center plans to negotiate and award a sole-source contract by means of other than full and open competition as permitted by 41 USC 253(c)(1) to Babcock and Wilcox Company, Contract Research Division, for fabrication of 50 filter elements for pilot scale testing. Babcock and Wilcox is currently making improvements to the novel filter elements under a contract selected from a competitive request for proposals. Babcock and Wilcox is the only organization currently capable of producing oxide-based filter elements consisting of a composite of filament wound alumina continuous fiber and chopped alumina fiber. THIS ANNOUNCEMENT IS NOT A FORMAL SOLICITATION -- This synopsis is intended to satisfy the FAR requirement; interested firms may submit to the procuring office within forty-five (45) days of publication of this notice, written information in duplicate concerning their abilities to perform the work as described above, and which clearly shows familiarity with the described work. This information should include the following: 1) current and past experience in development and fabrication of oxide-based filter elements, 2) evidence of possession or access to adequate facilities for the work to be performed, and 3) a list of key personnel and their specific technical expertise.
