under NASA's Midrange Procurement Pilot Test Program. The SIC Code for
this procurement is 1731 and is 100% Set-Aside for Small Business
Concerns. This project consists of the replacement of existing obsolete
fire alarm systems in various buildings at the Goddard Space Flight
Center (GSFC) with a new state of the art addressable fire alarm
system. An operator workstation shall be provided in Building 24 for
centralized system monitoring, control, and diagnostics functions and
shall be connected to the new addressable fire alarm systems in the
various buildings to form a fire alarm network. This contract also
includes adding addressable fire alarm system components and/or
modifying the existing Pyrotronics System 3 fire alarm control panels
(FACPs) to the extent necessary to allow the new Operator Workstation
to remotely monitor the status of dry contacts in the existing FACPs
for manfire trouble, manfire alarm, smoke trouble, smoke alarm,
sprinkler trouble, sprinkler activitation, tamper, system trouble and
other indicated alarms, and to remotely activate the evacuation bells
within each building. The project consists of a Base Offer, Parts A and
B, and twelve Option Items. Base Offer, Part A consists of all work
associated with the Operator Workstation, and to replace existing high
voltage fire alarm systems throughout Buildings 4 and 11, with new low
voltage addressable alarm systems. Base Offer, Part B consists of all
work associated with monitoring the status of existing Pytronics System
3 FACPs and other devices in Buildings 2, 5, 6, 8, 16, 16W, 20, 21, 30,
79, 80, 83, 84, 86, 90, 92, and 97. The Option Items consist of
replacing obsolete fire alarm systems with new addressable systems,
monitoring additional existing FACPs, and expanding new fire alarm
system network in the remaining buildings and areas specified in the
contract drawings. The magnitude of this project is between $1 million
and $5 million. The opening date will be established when the Request
for Offer is issued. All offerors shall request the solicitation in
writing. The Request for Offer and Draft Contract will be available on
the World Wide Web. However, specifications and drawings must be
