This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number DCA200-96-R-0121 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 90-37. This solicitation is not a set-aside action. The standard industrial SIC code is 7372 with the small business size standard $14.5. CLIN 0001 CA-EXAMINE, 1 each, with MIPS at the 5500 MIPS level. This software shall be a MIPS Based Enterprise license for use at all DISA Managed Facilities. Software shall be delivered to Defense Information Systems Agency, ATTN: JEXBA, Ms. Charlotte Christian, Centralized Distribution Center, Room C001, 4375 Chidlaw Road, Wright Patterson AFB, OH 454333-5006 no later than 06 August 1996, FOB Destination. The provisions at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The warranty period includes 12 months of Standard Maintenance for the initial copy of CA-Examine. Please submit maintenance costs for the life cycle of the contract. Warranty period will commence upon site acceptance of the software. Continuing maintenance will be negotiated on a fiscal year basis. The following is a date change specification for the year 2000. Vendors will respond to this specification by providing a synopsis of work in progress to satisfy the specification and anticipated completion date to meet the specification. ''The contractor guarantees that the software, which is licensed to and used by the Government (CA-Examine) prior to, during or after the calendar year 2000, shall include design and performance so the Government shall not experience software abnormally ending and/or invalid and/or incorrect results from the software in the operation of the business of the Government. The software design to ensure year 2000 compatibility shall include, but not be limited to, date data century recognition, calculations that accommodate same century and multi century formulas and date values, and date data interface values that reflect the century. In addition, the Contractor guarantees that the year 2000 leap year calculations will be accommodated and will not result in software, firmware or hardware failures. For new requirements no additional costs will be charged. Costs associated with existing contracts will be subject to the appropriate 'Changes' clause of the contract.''
