- . Item 0002 The Ogden Air Logistics Center, Hill AFB Utah has a
facility (the ''Photonics Facility'') in which it performs the
following: Optical repair and manufacturing, electrical/mechanical
repair of optical devices, optical thin film coating, photographic
image quality testing (a four-story facility for critical testing of
the image quality of aerial and space sensors composed of an array of
14 diffraction limited, off-axis parabolic mirror collimators pointing
from different angles to the sensor test position), optical
environmental chamber testing (simulates altitude from sea level to
70,000 feet and temperatures from -100 to +250 degrees F - vibration
isolated), cartographic camera calibration (used to calibrate the
distortion characteristics of mapping cameras or any camera that is to
be used for mensuration work) and subassembly and circuit card
testing. Complete lists of facilities, equipment and workload currently
being performed by Air Force personnel in the Photonics Facility will
be provided upon request. The Air Force is considering making the
Photonics Facility available for operation by a contractor who will
perform the Air Force photonics work. The contractor selected may also
be authorized, subject to suitable agreement, to perform other private
commercial work in the facility, as long as it does not interfere with
the Air Force workload. Interested contractors must be willing to
compensate the US Treasury for use of the Photonics Facility. The
details of the agreement will be established after responses to this
Request for Information (''RFI'') are received. There may be unresolved
issues surrounding the potential use of the Air Force Photonics
Facility by a private company, including, but not limited to, legal
issues (such as compliance with OMB Circular A-76 and the Federal
Workforce Restructuring Act, where applicable). There are also
financial, and procedural concerns to be addressed. This RFI is
intended to identify as many of such concerns as possible, to assess
whether they can be resolved satisfactorily, and to learn the level of
private contractor interest in such an arrangement. The Air Force
reserves the right to evaluate responses to this RFI, and to determine
in its sole discretion what, if any, action it may take. Please direct
