learn of the interest in a specific requirement, advance notice is
published here. The Atlantic Division, Naval Facilities Engineering
Command is seeking services for the integrity testing of underground
storagetanks, aboveground storage tanks, cut and fill storage tanks and
underground pipelines in accordance with U. S. EPA criteria. Tanks may
range is size from 500 gallons to 2 million gallons and piping may
range from 1/2 inch diameter to 18-inch diameter. The method must be
nonvolumetric and capable of detecting a 0.1 gallon per hour leak rate
from any portion of the tank or piping while accounting for the
effects of thermal expansion or contraction of the products, vapor
pockets, tank deformation,evaporation of condensation and the location
of the water table. The method used to test tanks must be able to
detect a 0.1 gallon per hour leak rate with a probability of detection
of 95 percent and a probability of false alarm of less than 5 percent.
The tank and piping system must remain in service during the testing
activity. Please provide the following with a letter of interest: (1)
summary of testing method; (2) limitations of method (e.g., tank
capacity, conditions, etc); (3) results ofthird party evaluation in
accordance with U. S. EPA ''Standard Test Procedures for Evaluating
Leak Detection Methods''; and (4) references that have utilized the
method and found it acceptable for industry practice. This synopsis is
for information andplanning purposes and is not to be construed as a
commitment by the Government nor will the Government pay for any
information solicited. Respondents will not be notified of the results
of the evaluation. Closing date for submission of response is 7August
