(703)875-6279. The U.S. Department of State, Office of Foreign
Buildings Operations, is seeking qualified engineering or
architectural/engineering firms to provide professional services to
conduct comprehensive energy management surveys at U.S. government
properties worldwide. It is anticipated at this time that up to three
Indefinite Delivery/Indefinite Quantity contracts will be awarded, one
of which will be a small business set aside. The small business size
standard for Standard Industrial Classification 8711 and 8712 is $2.5
million or less based on annual average gross revenue of a firm taken
for the last 3 fiscal years. Large business firms responding to the
solicitation will be required to submit a small, minority, and
disadvantaged business subcontracting plan if awarded a contract. Each
of these contracts will be for a one-year period from the date of the
contract awards, with four one-year options. Task orders for each
proposed Energy Survey will be placed against the contract on an
as-needed basis and individually negotiated. Under each contract, the
Government guarantees a minimum of $5,000 for the base year of the
contract and for any subsequent option year. The maximum dollar value
of each contract shall be $500,000 for the base year and for each
option year, with the maximum contract value over five years not to
exceed $2,500,000. The successful firms shall provide energy
engineering expertise and services at existing facilities at various
Department of State (DOS) posts overseas. The successful firm will be
able to assemble teams with experience in: energy conservation in a
broad range of building types; detailed analyses of electrical power,
electrical energy consumption, rates and tariffs; energy conservation
strategies applies to heating, cooling, and lighting; insulation and
building envelope systems; building operations as they are related to
overall building efficiency; and technical and economic analysis of all
types of energy conservation projects. All proposed team members must
have prior experience in energy surveys and audits in existing
buildings. The typical energy survey team will consist of not more than
three engineers and architects, including at least one Certified Energy
Manager and one registered Professional Engineer, that possess a
breadth of knowledge to identify and evaluate energy conservation and
cost reduction opportunities not only in conventional building systems,
but also in power factor improvement, rates and tariffs, and renewable
or advanced energy systems. The DOS reserves the right to cancel this
solicitation if it deems that no offers received by the closing date
adequately meet the requirements described below. The successful
offeror shall have or must be capable of obtaining a Secret facility
clearance with secret safeholding capability issued in accordance with
the DOD Industrial Security Manual for Safeguarding Classified
Information (DOD 5200 22M, as amended). Personnel proposed under the
contract must also have or be able to obtain DISCO personal security
clearances commensurate with their required level of access (SECRET).
Firms responding to this announcement on or before the closing date
will be considered for selection using the following evaluation
criteria - 100 points maximum: (a) Professional qualifications
necessary for satisfactory performance of required services as
individuals and as a team. (15)(b) Specialized experience and technical
competence in conducting energy survey work in residential, commercial,
and light industrial building types, (20); (c) Specialized experience
and technical competence in conducting electrical power consumption,
metering, and tariff analyses, (15); (d) Experience in assembling
comprehensive energy findings into a clear, concise, cost reduction
report suitable for both engineers and fiscal managers, to be
demonstrated by including in the firm's submittal one sample of a
previous energy audit report prepared by the firm, the sample to be
bound 8 1/2 x 11 format not exceeding one volume, (15); sample reports
exceeding the quantity stipulated will not be evaluated; (e)
Organizational plan for maximizing annual productivity and
responsiveness; e.g. capability of assembling two or more qualified
survey teams for conduct of the work, (5); (f) Demonstrated experience
in applying engineering practices to foreign buildings, (10); (g)
Demonstrated capacity to accomplish the work in the required time. (10)
(h) Demonstrated through past performance on contracts with Government
agencies and private industry the firms ability to control costs while maintaining a professional
quality of work, in accordance with performance schedules (10).
Although previous or ongoing performance of a similar U.S. Government
contract is not required for firms responding to this solicitation, if
such contracts have been performed, the offeror must have performed
them at a satisfactory level. Firms responding to this advertisement
must specifically address each of the above factors under separate
headings. The qualification statements should clearly indicate the
office location where the work will be performed, an organizational
chart for the proposed contract, and the qualifications of the
individuals anticipated to work on the contract and their geographical
location. Consulting engineers and Architectural/Engineering firms
which meet the requirements of this solcitation are invited to submit
two copies of the following forms (1) Standard Form 254,
Architect/Engineer and Related Services Questionnaire; (2) Standard
Form 255, Architect/Engineer and Related Services Questionnaire for
specific projects. Along with these forms, the firm must submit a
letter of interest identifying the solicitation. All submittals must be
