22217-5660 A -- PERSONNEL SECURITY RESEARCH: BAA PROGRAM FOR FISCAL YEARS 1997
AND 1998 POC Mr. Brian D. Glance, ONR 252 (703) 696-2596. 96-016. The
Defense Personnel Security Research Center (PERSEREC) announces a
program to help fund (through the Office of Naval Research) research
addressing issues pertinent to personnel security. The areas covered by
this funding program include financial and credit candidate screening
and crime detection procedures, prescreening, background investigation,
adjudication, continuing assessment, employee assistance program,
security awareness, security education, forensic psychophysiology.
Participation is sought from graduate students and from scientists,
faculty, consultants, and practitioners at financial, research,
business, governmental, and educational institutions. The maximum award
for masters degree thesis awards is $3,000/student. The maximum award
for dissertation grants $10,000/student. The maximum award for
institutional awards is $25,000/project. The only exception is that the
maximum awards for forensic psychophysiology are $5,000, $15,000 and
$50,000, respectively. Institutions are eligible to receive multiple
awards. This notice constitutes a Broad Agency Announcement (BAA) as
contemplated in FAR 6.102 (d)(2). No request for proposal (RFP),
solicitation or other announcement of this opportunity will be made.
Submission of proposals is not restricted in any way to any particular
entity. Historically Black Colleges and Universities, minority
institutions, and small and disadvantaged businesses are encouraged to
participate. Proposers should state in their proposal that it is
submitted in response to this BAA. All proposals should also be
accompanied by a completed certification package which can be accessed
on the ONR Home Page at http://www.onr.navy.mil (see
''Grants/funding'' and then to ''How to Submit a Proposal''). For grant
proposals (normally submitted by universities) the certification
package is entitled ''Certifications document''. For contract proposals
(normally submitted by commercial and non-profit contractors) the
certification package is entitled ''Representations and
Certifications''. Proposals may be submitted any time through 15 JUN
1997. PERSEREC will be received, evaluated and funded on a continuing
basis at any time during the open period. The selection criteria that
will be used to evaluate the proposals will be: 1) the perceived need
for the subject matter in the personnel security body of knowledge, 2)
Originality of the research, 3) Quality and feasibility of the
research methods, 4) Practical applicability of results, 5) Strength of
the evidence that the applicant(s) possess the necessary qualifications
to produce an acceptable research project, 6) Realism and
reasonableness of the estimated expenses, and 7) The program under
which the proposal was submitted. For awards made as contracts,
evaluation of the socio-economic merits of the proposal shall include
the extent of commitment in providing meaningful subcontracting
opportunities for small business, small disadvantaged business,
woman-owned small business concerns, historically black colleges,
universities and minority institutions. Details are outlined in a
