307-0954. The Federal Bureau of Prisons (FBOP) seeks proposals for
Construction Management Support Services for construction of a United
States Penitentiary (USP) and a Federal Prison Camp (FPC) near Pollock,
LA. The construction management firm's contract will encompass
Construction Management Support Services for independent contracts for
construction of the institutions. The contracts include Major
Construction - USP and FPC, Final Roadway and Paving Construction, and
Perimeter Security Fencing Construction. The USP and FPC will consist
of total building area in excess of 600,000 SF and the estimated
construction cost of over $50,000,000. Construction Management Support
Services are anticipated to begin in November 1996 with the start of
major construction in early 1997. Contract performance will be
approximately thirty months. The proposed Construction Management
Support Services are to include, but are not limited to: inspection for
conformance with contract requirements; review of construction
documents, cost estimates, contractor's CPM schedules, and progress
reports; maintenance of project files, inspection and testing records,
and job diaries; preparation of cost estimates and recommendation of
change orders; monitoring submittals and contractor progress; review of
contractor's payment requests; analysis and recommendation related to
disputes and claims; preparation and processing of correspondence and
documentation related to these services; and other services required
for successful administration of the project. The selected firm will
provide these services using on-site personnel from their own offices
and work force, and any other resources necessary. To be considered,
firms must have at least five (5) years experience in management, cost
estimating and scheduling of construction projects of similar scope
and complexity, and demonstrated experience in the analysis of claims
and disputes. Evaluation factors for selection will be based on the
firm's capacity, makeup of the firm, and available resources (20%);
proposed project team and organization, including the ability to serve
the project location (30%); previous experience and performance (25%);
and cost (25%). The proposals shall be limited to fifty (50) pages,
including the modified SF 255 forms. The RFP will be available
approximately 30 days from the publication of this notice. This is not
a small business set-aside. A subcontracting plan for small/small
disadvantaged and woman owned business concerns will be required.

publication of this notice. The FBOP will consider only written
