National Marine Fisheries Service (NMFS), Panama City Laboratory,
Panama City, FL is acquiring collection of scientific data for
determination of distribution relative abundance, size/age & movements
of Kemps ridley sea turtles in Dickerson Bay, FL. The contractor will
provide all labor for field sampling which will take place over a one
(1)- year period from August 1996 to July 1997. Long-term sampling
locations will be determined based on visual surveys and interviews.
Concentrated sampling will take place at sites determined to be
productive using 41cm and 51cm stretch mesh entanglement nets. Nets
should be monitored and checked houly, and captured turtles should be
weighed, measured and tagged with flipper and PIT tags. The proposed
action is for services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302-1. If
no qualified responses are received, the Government intends to
contract with Florida State University, Grants/Contracts, 109 Herb
Morgan Building, Tallahassee, FL 32306 for the required services.
However, interested parties may identify their interest and capability
by submitting a required qualifications statement. In order to be
considered, firms must furnish detailed product data concerning their
capability to provide the services that will satisfy the Government
needs. All proposals received within forty-five days after the date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. The Request for Quotations (RFQ) will be issued O/A July
