Government is currently seeking sources to fulfill urgent operational
requirements for an Interim Global Positioning System (GPS) Support
Capability. The Government intends to award a contract to a single
source capable of procuring, assembling and delivering approximately
1,600 hardware kits. Hardware kits shall consist of one handheld
Standard Positioning Service (SPS) GPS receiver, an external power
cable and power connector compatible with the GPS receiver and aircraft
type, an external antenna (either sextant, dash/window mount, or
aircraft surface mount) with appropriate external antenna cable and
connector, and operational and maintenance manuals. In addition, the
successful offeror will be required to (1) provide operation and
installation training to approximately 75 military personnel at Scott
AFB, IL and (2) deliver two high quality VHS training tape(s),
addressing the hardware kits installation and operation, to
approximately 110 military installations. Air Force personnel will
install hardware kits on the following Air Force aircraft: C-9, C-20,
C/KC-135, E-4, CT/T-43, C-22, C-21, C-12, C-26, C-141, C-5, C-130,
KC-10, C-27. The handheld SPS GPS receiver shall provide the following
minimum capabilities: (1) 3 moving map display, (2) alpha-numeric
keypad with not more than three characters/functions per key, operable
while wearing flight gloves, (3) not less than 99 programmable
waypoints, (4) estimated time enroute/time of arrival, (5) altitude
information, (6) ground speed in knots, (7) course deviation display
with remote display capability, (8) distance to next waypoint, (9)
cross track information, (10) wind information, (11) satellite tracking
information, (12) aircraft track information, (13) mission specific
pages setup, (14) storage of commonly flown routes, (15) display of
ground speed, distance to next waypoint, time to next waypoint, cross
track, and aircraft track information on one screen, (16) updateable
and storable worldwide database, updateable at unit level, (17) single
stroke toggle between screens, (18) night illumination of keypad and
display with adjustable lighting, (19) operable on disposable or
rechargeable battery, (20) operable on external aircraft power, (21)
electromagnetically compatible with other aircraft systems as defined
by RTCA/DO-160C, Section 15, Magnetic Effect as well as performance
parameters demonstrated in Test Methods RE102, CE102, and RS103 of
MILSTD-461D. All Hardware kits will be delivered to operational
military units not later than 30 September 1996. A Draft RFP including
a listing of military bases, terms and conditions, and Standard Form
1449 will soon be posted on a WWW site at

indicating an ability to meet the governments requirements to include
examples of other efforts with point of contacts and phone numbers.
