Command intends to place orders under Basic Ordering Agreement
N00019-94-G-0291 with McDonnell Douglas Corporation, St. Louis, MO.,
for engineering studies related to: Conformal Antenna Subsystem (CAS)
Phase II efforts; and CIT/Multifunctional Information Distribution
System (MIDS) electromagnetic compatibility studies. These engineering
study efforts will include development of an Engineering Development
Model CAS, modification of avionics to achieve CIT/CAS compatibility,
modification of APX-111(V) interrogator-transponders to production
configuration, and a baseline EMC study of CIT/MIDS including safety of
flight test and laboratory testing. NAVAIR intends to negotiate and
award these orders to McDonnell Douglas Corporation, the designer,
developer and sole manufacturer of the F/A-18 aircraft, and, as such,
the only firm possessing the requisite technical knowledge and
expertise, facilities, tooling and special test equipment necessary to
perform these efforts within the required timeframe. See note No. 22
