Mugu, CA intends to procure on an other than full and open competition basis, from AlliedSignal, Inc., Guidance and Control Systems, Mishawaka, IN MQM-8G(EER) VANDAL conversion hardware units (24 each); installation and test of VANDAL conversion hardware units (24 each); technical manual updates (1 lot); Data, in accordance with Contract Data Requirements List, DD1423 (1 lot); field operating spares (1 lot); scorer kits (40 each); single plane homing kits (10 each); field operating spare Digital Auto Pilot (4 each); vehicle interface module (4 each); command guidance module (4 each) and inertial measuring units (4 each). Depot repair for vehicle conversions and field returned hardware (1 lot: GFE refurbishment of conversion vehicles and hardware (1 lot); in plant engineering and operational support for NAWCWPNS Pt. Mugu, CA, Pacific Missile Range Facility (PMRF), HI and White Sands Missile Range (WSMR), NM (1 lot), engineering services for on-site maintenance for PMRF (1 lot); hardware procurements and logistics support for NAWCWPNS Pt. Mugu, CA; NAWCWPNS Aerial Target Launch Ship (ATLS/Range Integration and Atlantic Fleet Weapons Training Facility, Puerto Rico site activitation support (1 lot). Contract will be for a base contract period of performance of 24 months with option period one consisting of 24 months for the same quantities as identified above. Delivery shall commence within thirteen months of contract award with option period one deliveries commencing within thirteen months of option exercise. Within each contract period of performance provisions will exist for an additional optional quantity of twelve VANDAL conversion hardware units, installation and test, exercisable in increments of six each for base period and option period one for a possible contract total of seventy-two VANDAL conversion hardware units with installation and test. Sole source to AlliedSignal, Inc., Mishawaka, IN as only source possessing requisite data package, unique experience, knowledge and technical capability to support VANDAL target conversions and related services.
