Contractor shall provide all labor, equipment, materials,
transportation, and supervision necessary for interior renovation of
Leadership Development Center, Yeaton Hall, USCG Academy, New London,
CT. Work includes 3 1/2 stories with brick bearing wall constr from
1930's. Most interior partitions will be demo, major structural mods to
existing bearing wall structure, a new central stair and elevator
shaft, automatic fire suppression system, existing perimeter fin-tube
radiation will be refurbished, new HVAC and plumbing systems will be
completely restructures. Additive bid items (based on funds available)
include A/C and and elevator equipment. Est.cost range is between $1
and $5 million. Solicitation pkg available 7/17/96. Pkgs may be
obtained by submitting a written request, with a non-refundable check
for $30 payable to U.S. Coast Guard to 300 Metro Center Blvd., Warwick,

The Dept of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU) has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
