(301) 402-2163. This is a SOLICITATION NOTICE for Renovation and
Modernization of Boiler #s 1, 2, 3 and 4, Building 11, Bethesda,
Maryland, National Institutes of Health. (This notice also appears on
http://des.od.nih.gov) The project (base bid) involves the repair and
modernization of over 50 year old industrial size (281,000,000 Btu/hr)
boiler systems with complex interfaces with existing boiler systems
and auxiliary equipment. The project requires the expertise of an
experience boiler contractor, with the appropriate ASME qualifications
to repair and build industrial size boilers. The renovations and
modernizations will require a contractor with the experience of working
in an existing power plant, while operations are continued. The
interfacing of these equipment require extensive knowledge of large
power plant equipment. The contractor will be required to manage a four
year effort in an existing, operating power plant, with many
interactions. The option involves relocating control panels, plant
control panel and deareator level control panels to a new position
within the Boiler Plant. The alternate involves replacing Boiler No.4
and supporting ancillary equipment with a new boiler and ancillary
equipment instead of repairing the existing Boiler No. 4. The items for
unit prices includes concrete, asbestos removal, lead paint, 300 class
valves and boiler casings. The contractor must have following
qualifications: 1) a minimum of 10 years of experience in the
reconstruction and repair of watertube boilers with a heat input
greater than 100 MMBTU/HR. Reconstruction and repair experience must
include tube replacement, outer/inner boiler casing replacement,
replacement of boiler trim and resurfacing of drum and water wall
header openings, 2) a minimum of 10 years of experience in performing
boiler (first quality castable and brick) refractory and insulation
replacement and repairs in watertube boilers, 3) a minimum of 10 years
of experience in welding in accordance with the ASME B31.1 Power
Piping Code, 4) a minimum of 10 years of experience in installing and
commissioning combustion control and burner management systems for
boilers having a heat input greater than 100 MMBTU/HR firing natural
gas and No. 2 fuel oil, and 5) must have successfully installed and
started-up low Nox burners on 2 projects with watertube boilers having
a heat input greater than 100 MMBTU/HR. NIH intends to establish a
formal ''Partnering'' Agreement and Program with the successful bidder.
The estimated cost of construction is more than $10,000,000.00. The
period of performance is 1,460 calendar days from the notice to proceed
inclusive of the option and alternate. The basis of award will be the
lowest total cost of the base bid, option, alternate and unit prices.
The plans and specifications will be available on or about July 22,
1996 from the Bid Custodian, Building 13, Room G800, 9000 Rockville
Pike, Bethesda, Maryland at a non-refundable cost of $220.00 for hard
copies and $20.00 for CD (if available). (Only money orders, certified
checks or cashier's checks are acceptable, made payable to NIH.
Personal checks or company checks will not be accepted.) Request for
IFB must be on company letterhead citing the IFB No. 263-96-B(HB)-0231
and indicating the address to which all agenda and communications
should be transmitted. Telephone requests will not be accepted. The
pre-bid conference and bid opening will be scheduled per the
