consists of 18.336 kilometers of grading, base and paving. Project
includes: construction survey & staking; construction scheduling (CPM);
contractor sampling & testing; 32,000 tons asphalt concrete pavement;
42,500 tons emulsified asphalt treated aggregate base; 6.0 hectares
clearing & grubbing; 200 meters asphalt concrete curb; 23,000 tons
untreated aggregate courses; 1,180 meters culverts; 1,500 meters
underdrains; 700 meters silt fence; 23,000 cubic meters excavation &
embankment; 400 meters fence; 1,120 square meters earthwork
geotextiles; 6,100 meters guardrail; 1,800 hours flagging; 900 hours
pilot car; 1,500 hours traffic control laborer; 45 square meters signs;
76,000 meters permanent pavement markings; 40 slurry units turf
establishment; and other small items of work. This project is located
approximately 40 kilometers southeast of Burley, Idaho. NOTE: This

Work shall be completed by November 1, 1997. Estimated price range is
between $2,500,000 and $5,000,000. Presolicitation Notices are being
provided to firms on this agency's mailing list concurrently with the
publication of this synopsis.----The following applies only to
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
