Design, supply, and install three new guyed radio towers, precast concrete building or prefabricated metal building, and related foundations. The work also consists of the removal of the existing radio towers, guys, guy foundations, and fencing. The work shall be performed at Southwestern's existing Bull Shoals Radio Station, located approximately two miles south of Bull Shoals, Arkansas; Hercules Radio Station, located approximately three miles south of Hercules, Missouri; and the Army Corp of Engineers' Table Rock Radio Station, located approximately five miles southwest of Branson, Missouri. The principal components of the work as as follows: a. Sitework (All Sites) - 1. Remove existing building (Table Rock only), guy foundations, and fencing, 2. Excavation and backfill, 3. Fencing, 4. Surfacing, 5. Furnish and install 20' gate (Bull Shoals Only), and 6. Manhole installation (Table Rock Only); b. Concrete - 1. Construct tower and anchor foundations (All Sites), and 2. Design and construct building foundation (Table Rock Only); c. Grounding - 1. Ground radio tower, guy anchors, and equipment (All Sites), 2. Ground new building (Table Rock), 3. Ground Fence (All Sites), 4. Tie all installed grounds to the existing site ground grid (All Sites), and 5. Furnish and install new ground grid (Table Rock); d. Radio Facilities (All Sites) - 1. Remove existing tower and guys, 2. Design, furnish, and install guyed radio tower, 3. Furnish and install antennas, antenna mounting brackets and waveguides, and 4. Furnish and install cable bridge, tower lights, climbing ladder, tower fall prevention system, ice shields, and tower mounted antenna pipe support; e. Building Work - 1. Design, furnish, and install one precast concrete building or prefabricated metal building (Table Rock), 2. Furnish and install waveguide ports (All Sites), 3. Furnish and install 48 VDC batteries, battery chargers, panel boards, and low voltage disconnect switches (All Sites), 4. Furnish and install environmental control system (Table Rock), and 5. Furnish and install emergency generator (Table Rock), and 5. furnish and install emergency generator (Table Rock); and f. Tree Trimming (Bull Shoals) - 1. Minimum removal of trees and limbs. The estimated magnitude of this proposed acquisition is between $500,000 and $1,000,000. The performance completion date is September 1997. A presolicitation notice has been sent to all prospective contractors on Southwestern's mailing list. The solicitation package will be provided to nine planrooms in Arkansas, Kansas, Missouri; and Oklahoma. The standard classification code is 1623/WATER, SEWER, PIPE LINE, COMMUNICATION, AND POWER LINE CONSTRUCTION. The size standard is $17.0 million. The solicitation package, excluding full-size drawings, will be issued on a 3 1/2 inch diskette in Word Perfect for Windows, version 6.0a format. There is no charge for the diskette. A nonrefundable fee of $25 is required for a hard copy of the solicitation package. A check and/or money order must accompany the request and payable to the U.S. Department of Energy.
