Department of Energy, Deputy Assistant Secretary for Naval Petroleum
and Oil Shale Reserves (FE-60), has a continuing requirement for an
estimated total of 80,000 Direct Productive Labor Hours (DPLH) of
Petroleum and Reservoir Engineering, Geology and Production Technical
Analysis, and Divestment Related Petroleum Engineering Support Services
for the Naval Petroleum Reserves in California (NPRC). This publication
serves as a notice of intent of noncompetitive action as this
requirement will not be competed pursuant to exception (c)(1) of the
Competition in Contracting Act (CICA) (10 U.S.C. 2304(c)(1)). An RFP
will be issued and contract award made to System Technology Associates,
Inc. (STA), 1250 Academy Park Loop, Suite 106, Colorado Springs, CO
80910. STA is currently providing these services to DOE at NPRC under
Contract DE-AC01-95FE63757. A one year contract with a five month
option period is anticipated to be awarded on or before September 15,
1996. Continuation of the subject services is required for current
operations and in support of the Department's divestment of Naval
Petroleum Reserve Numbered 1 (see Defense Authorization Act of Fiscal
