Administration (GSA) intends to procure technical services to evaluate
the Government's implementation effort on the Government Information
Locator Service (GILS). The requirement is considered to be
non-competitive because of the unique capabilities of the research team
involved. The University of North Texas will provide Messrs. William E.
Moen and Charles R. McClure for work on this project. These
coresearchers have conducted several projects, the results of which
have formed the foundation of the GILS from its inception to its
current configuration. This current requirement will provide the
government with information about: how GILS is serving the various user
groups, how GILS is improving public access to government information,
how federal agencies are progressing with their implementation, and
how GILS is working as a tool for information resources management. The
evaluation activities will result in both quantitative and qualitative
information that the contractor will analyze and summarize as part of
the findings of this project. The anticipated start date for the
contract is September 1996, with a seven (7) month period of
