Transportation Systems Center in support of the Coast Guard Oil
Pollution Act of 1990 (OPA) plans to procure through Simplified
Acquisition procedures specialized expertise to assist in making
technical judgements on a Programmatic Regulatory Assessment (PRA) that
will be prepared by the Volpe Center. Acceptance of the final results
of this assessment depends upon the credibility of subjective technical
judgements in two critical areas: 1) the oil spill baselines, and 2)
the effectiveness of individual rules. The selcted contractor will
provide individuals who meet the qualification requirements of the RFQ
in making these technical judgements. Two panels of individuals will
be required, who will participate in structured, facilitated workshops
conducted by Volpe personnel, on the effectiveness of selected OPA
regulations for incorporation into the final estimates of benefits. The
first panel consisting of 3 iondividuals will review, critique and
modify, or validate, a Volpe Center prepared forecast of waterborne oil
transportation in the U.S. waters, and associated oil spills by several
spill sources, which will serve as baselines for estimating benefits of
the OPA 90 regulations. The panel will meet for one full day only. The
second panel consisting of 5 individuals will develop estimates of
effectiveness in reducing oil spillage from specified spill sources.
The second panel will meet twice, 4-6 weeks apart; the first time for
two days and the second time for one day. Both panels will be scheduled
over an 8-10 week period. All work will take place at the Volpe
National Transportation Systems Center, Cambridge, MA. Small Business
firms classified under SIC Code 8748 that are interested in proposing
on this requirement must submit their request for a quotation in
writing by close of business July 22, 1996. A single award will result
