The panel will meet for one full day only. The second panel consisting of 5 individuals will develop estimates of effectiveness in reducing oil spillage from specified spill sources. The second panel will meet twice, 4-6 weeks apart; the first time for two days and the second time for one day. Both panels will be scheduled over an 8-10 week period.
