Officer, (301) 496-4611. The Contraceptive Development Branch of the
Center for Population Research, National Institute of Child Health and
Human Development (NICHD), intends to negotiate with the World Health
Organization (WHO) to participate in a multi-center controlled
clinical trial for evaluation of a spermicidal product for protection
against pregnancy and sexual transmission of HIV to women. This work is
under way in developing countries and will be augmented by the addition
of three new sites. WHO protocols are in place among developing
countries with seroincidence of HIV between 4% and 20% per year and at
sites capable of providing 200 woman-years of use during a two-year
period. The determination to use other-than full and open competition
was made in accordance with 41 USC 253 (c)(1), FAR 6.302-1. See Note
