Diggs, Contract Specialist, (202)287-3667. The Smithsonian Institution
in Washington, DC wishes to contract for an indefinite quantity, term
contract for Architect-Engineer services to design various
architectural, electrical, and mechanical projects at the Fred Lawrence
Whipple Observatory. The facility is located on and around Mount
Hopkins near Amado, Arizona. Only firms located within a sixty (60)
mile radius of Tucson, Arizona will be considered for this contract.
The work will include engineering studies, site investigations,
planning and budget estimating, the design and preparation of contract
documents and construction administration for a variety of alterations
and repair and improvement project at the facility. Firms unable to
accept hazardous materials abatement projects need not apply. Design
and construction of all projects will utilize Systems International
(metric) system measurement. It is anticipated that this contract will
be for a period of one year with four one-year options and will
provide a maximum design effort of approximately $300,000 per year with
individual work orders not to exceed $100,000. However, most work
orders will be between $5,000 and $25,000 each. Firm evaluation and
selection will be based on the following criteria: (1) project team
members' qualifications and experience; (2) Specialized experience and
technical competence of the firm and major subs and consultants with
scientific/engineering facilities, environmentally sensitive sites,
astrophysical observatories, and Federal clients; (3) Capacity of
project team to accomplish the work within specific time constraints
based on submittal of individuals' current and projected workloads; (4)
Past performance on contracts in terms of cost control, quality of
work, respnsiveness and compliance with performance schedules; (5) Firm
competence as demonstrated by submittal of internal quality control,
cost control and scheduling procedures; (6) CAD capability. The
successful firm will be expected to sign a standard, unmodified,
Federal A/E contract. Interested, qualified firms are invited to submit
completed Standard Forms 254 and 255 and other appropriate data to the
Engineering and Design Division, Office of Physical Plant, Smithsonian
Institution, 955 L'Enfant Plaza, SW, Suite 3230, Washington, DC 20024,
Attn: Shelly Harlan, no later than 3:00 p.m. on the 30th calendar day
after the publication of this notice. This is not a Request For
Proposal. Preface the submission with an attached original and a loose
copy of a brief cover letter on company letterhead. Submitted material
will be disposed of by the Smithsonian 60 days after receipt unless a
