is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii) This SOLICITATION NUMBER
N00600-96-R-2989 is issued as a request for proposal (RFP). (iii) The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) #37. (iv) FAR
52.219-6, Notice of Total Small Business Set-Aside is hereby
incorporated by reference. The standard industrial classification code
is 3861 and the small business size standard is 500. (v) A list of
CONTRACT LINE ITEM NUMBER(S) and items, quantities and units of
measure, are: CLIN 0001: Analyzing vertical enlarger-Aerial with 8 foot
chassis and aerial carrier (Quantity 1); CLIN 0002: Vacuum table with
10 amp 124 CFM pump (size 30'' by 40'')(Quantity 1); CLIN 0003: NPN
book carrier for standard negative inserts (Quantity 1); CLIN 0004:
4632 negative inserts-8''x10'', 4''x5'', 70MM, 35MM (Quantity 1 each);
CLIN 0005: 4635 light multiplier (size 5'' by 5'')(Quantity 1); CLIN
0006: Lens board for Rodagon (size 300MM F5.6)(Quantity 1); CLIN 0007:
Lens board for Rodagon (size 150MM F5.6)(Quantity 1); CLIN 0008: Lens
board for Rodagon (size 105MM F5.6)(Quantity 1). (vi) Description of
requirements for the items to be acquired. The Fleet Industrial Supply
Center Detachment Washington intends to procure an analyzing Vertical
Enlarger (Aerial) for use at the Office of Naval Intelligence. This
requirement is only for the supplies and quantities listed above. The
supplies provided for CLIN 0001 must meet the following minimum salient
characteristics: (1) 10x10 High speed analyzing vertical aerial
enlarger; (2) Eight foot free standing chassis with hand-held remote
control; (3) 42''x62'' four position, vacuum composing drop table; (4)
book carrier for standard negative inserts (10''x10'' glass); (5)
autosizing in inches or metric; (6) closed loop 2000 watt lamphouse,
super-cooled by remote fan preventing heat buildup during long
exposures; (7) aerial roll film carrier; (8) lampsaver circuit to
extend lamp life up to 100%; (9) built-in electronic roll easel
interface allows 9,999 unattended repeat prints; (10) welded steel
columns, turn-buckle wall braces for top of column; (11) color
analyzer/controller monitors processor shifts, paper differences, film,
and customer preferences; (12) power supply/interface and all cables;
(13) memory management system w/lithium battery backed RAM for fast
backup and restore functions of system data; (14) 32k data backup card;
(15) job test, store and reset functions; (16) nine paper comp
channels; (17) independent over and under slope compensation; (18)
exposure setting in time or density; (19) auto lamp-out indicator
w/clock; (20) 6'' fiber optic spot probe; (21) dual footswitch; (22)
moveable controller shelf; (23) light multiplier boxes: 10''x10'' and
5''x5''; (24) printer ribbon and roll of 2.5'' paper; (25)
magnification focal length - max - min as follows: 300 - 4x - 2x, 240
- 5.7x - 2.8x, 150 - 10.6x - 5x; 105 -16x - 7.5x 80 - 22x - 10x, 50 -
25x - 17x; (26) bellows entension 36'' (91.44cm); (27) fiber optic
light monitoring; (28) built in data printer; (29) computerized
calibration; (30) 48 programmed operating modes; (31) cyan, magenta and
yellow DICHROIC filters; (32) maximum filter density typically 175cc;
(33) power requirements 240 VAC, 50/60 hz; (34) eight extra ELC
enlarging lamps (250w-24v); (35) on-site setup and training; (36)
Standard manufacturers warranty. (vii) Delivery is to be made FOB
Destination to: Office of Naval Intelligence, 4251 Suitland Road,
Washington, DC 20395-5720 by 30 days after effective date of contract.
Acceptance shall be made at destination. (viii) FAR 52.212-1,

Addendem. 52.212-2, Para. (a) The following factors shall be used to
evaluate offers: technical capability and price. Technical capability
is approximately equal to price. (x) Offerors SHALL include a completed
copy of the provision at DFAR 252.212-7000, Offer Representations and
Certifications--Commercial Items AND a copy of the provision at FAR
52-212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS,
