The Hamilton Standards Division of United Technologies Corporation in Windsor Locks, Connecticut, as the sole manufacturer of the Propeller Synchronizer Test Set to be acquired, is the only known source with the knowledge, experience and technical data necessary for the manufacture and the design/application requirements involved. Firms that recognize and produce the required items are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
