A/E services to include investigative services, design and
construction period services for specialized design of corrective
repairs and modifications to the Medical Waste Incinerator System
within Building 27 at the VA Medical Center, Dallas, Texas.
Construction Documents (CD's) are to include complete design/repair
specifications, drawings and detailed construction cost estimate.
Design for corrective repair will be developed based on thorough site
and user investigation and previously completed survey. A/E shall
prepare and submit a report after completion of investigative services,
which will detail the investigations and tests performed, recommend
corrections needed in their order of priority and include construction
estimate for each correction. Drawings are to be produced on AutoCad
vs 12. Project disks will be provided along with one set of mylar
reproducibles. CD's are to include both English and metric dimensions.
Construction cost range is $100,000 to $250,000. Design is to be
completed within 45 calendar days, exclusive of Government review time.
A pre-proposal site visit will be required of the selected A/E and
consultants to familiarize them with the existing area and with project
expectations. A/E selection will be based on the following criteria and
maximum point values are shown to reflect relative importance: NOTE:
Geographic location of A/E firms and consultants servicing offices is
limited to the State of Texas. 1) 60 points-Specialized experience and
technical expertise in refractory (incinerator or boiler)
repair/maintenance is required. Hospital experience is required, and
experience using VA construction specifications and standards is
preferred. 2) 60 points-Past performance designing within budgeted
construction cost limitation, preparing accurate and highly detailed
construction cost estimates, and controlling costs during construction.
3) 50 pts-Professional qualifications of staff and consultants.
Contract requires registration of designers. 4) 40 pts-Capacity to
accomplish work in the required time, as evidenced by past performance.
5) 40 pts-Quality control methods used to ensure technical accuracy of
work, as evidenced by past performance. 6) 10 pts-Experience and
capabilities using CADD. Disk submissions will be on AutoCad vs 12. 7)
10 pts-Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design. In accordance with PL 100-656, this acquisition is
restricted to Emerging Small Businesses only, whose business size is
limited to one half the size restriction for a small business. Standard
Industrial Code (SIC) 8711, Engineering Services, applies to this
acquisition and the small business size determination is NTE $2.5
million ($1.25 million for Emerging Small Businesses) in average annual
receipts during the preceding three fiscal years. Architect-Engineer
firms which meet the requirements in this a announcement are invited to
submit (1) a Standard Form 254, Architect-Engineer and Related Services
Questionnaire, and (2) a Standard Form 255, Architect-Engineer and
RElated Services Questionnaire for Specific Project. Submissions shall
be marked Attn: Joyce Cadwell (90C) at the above address, and are due
