COMMERCE BUSINESS DAILY ISSUE OF JULY 3,1996 PSA#1629JPL, Attn: Kirk D. Bilby, Mail Stop: 190-220, 4800 Oak Grove Drive,
Pasadena, CA 91109-8099 A -- FLIGHT-QUALIFIED ELECTRONIC HARDWARE FABRICATION SERVICES Sol
96/4. Due 072496. Contact Point: Kirk Bilby (818) 354-7332; Internet:
kirk.d.bilby@jpl.nasa.gov. The Jet Propulsion Laboratory/California
Institute of Technology (JPL/CIT), operating under a prime contract
with the National Aeronautics and Space Administration (NASA), is
actively seeking an industry partner or a partnership team to provide
electronic hardware fabrication services. The products to be produced
by the partner(s) will include high reliability printed wiring board
assemblies and electrical/electronic cable harnesses to be used in the
JPL spacecraft and associated ground support equipment. The printed
wiring board assemblies, designed by JPL, will be of modern design
employing Surface Mount Devices of fine pitched peripheral leaded
types, and possibly of Area Array Packaged devices (e.g., ball grid
arrays). The successful partner(s) with JPL shall be equipped with
robotic devices for the accurate placement and soldering of these
devices and be experienced in the use of this machinery in the
production of electronics for applications in which high reliability is
the first priority. Older technologies such as through-hole and planar
mount may also be used which will require hand-soldering and/or wave
soldering techniques. The partner(s) will participate in the packaging
design of the products to insure that the designs are producible using
the contractor's processes and equipment. Electrical and electronic
harnesses and cables range from traditional individual copper wires
terminated with aerospace type connectors to flexible printed wiring
type interconnections and semi-rigid coaxial cables assemblies. Again,
past experience will be a criteria in the selection of the partner.
The successful partner will be given work orders on an individual basis
and provided with a five (5) year potential estimate of the orders to
come, but shall not be guaranteed a minimum order quantity. Therefore,
contractors should consider their current workloads and potential
excess capacity for additional work when considering this effort. To
insure a close working relationship between JPL and the partner(s), and
provide for the resolution of problems in a real-time environment and
minimize travel costs, the location in which the hardware is produced
must be within the Southern California area generally bounded by the
city of Santa Barbara to the north and San Diego to the south. It is
requested that those companies meeting these general requirements and
interested in participating in the space program with JPL, make those
interests known by replying to this synopsis. It is emphasized that
this is for preliminary planning purposes only and does not constitute
a commitment, implied or otherwise, that JPL will take procurement
action in this particular matter or solicit for any procurement in the
future. Neither JPL nor the Government will be responsible for any
costs incurred in furnishing this information. Responses to this
Request for Information (RAI) should be received no later than July 24,
1996 in order to be included on the JPL bidder's list and addressed to
