Command, Norfolk, Virginia, is seeking to prequalify a cadre of
Construction Teams to compete for Design/Build (D/B) repair projects on
a variety of indoor small arms ranges at MilitaryInstallations in the
Continental United States. Services are required for evaluation of
ventilation systems at indoor small arms ranges, preparation of a
technical proposal with costs to define corrective measures of any
ventilation deficiencies, andimplementation of corrective measures.
Teams prequalified under this announcement will remain qualified for a
three year period. Since several repair projects are likely to be
procured from this solicitation, Construction Teams formed for the
expressinterest in these projects must be able to demonstrate their
ability and business acumen necessary to perform in a D/B environment
by meeting the criteria established herein. Only the qualified teams
will be invited to conduct a site investigation ofan indoor firing
range assessing the performance of the existing ventilation system and
submit a technical evaluation with costs to achieve: (a) OSHA
compliance in maximum daily lead permissible exposure limit (PEL) =
0.05 mg/cubic meter; (b) aneffective mid to far range smoke removal
capability; (c) an average air speed of 75 FPM, but not less than 50
FPM at the firing line, measured six inches above the floor, six inches
below the ceiling, and two equally spaced points in between; and
(d)negative 0.04 inches (+ or - 0.02) water gauge pressure differential
with the surrounding building spaces. Teams shall provide recommended
solution with proposed prices by a specific time frame. Award of a
contract to provide corrective measures willbe made to the Team that
offers the best technical solution at a reasonable price to the
Government. The awarded D/B team shall complete plans, specifications
and associated engineering services; prepare necessary permit
applications required for eachproject, complete and ready for
submission to the applicable State and Federal agencies for approval;
and build, inspect and test the facilities for full compliance with the
RFP package and applicable local codes. The preparation of Operation
andMaintenance Support Information (OMSI) may be included for each
project. Both design and construction contractor capabilities will be
evaluated, and the response to this announcement shall demonstrate a
sound approach that illustrates a well-organized,cohesive team that
satisfies the following evaluation factors - Requested information
shall be provided on a Standard Form 255 (SF 255): (a) Financial
stability - the D/B team shall provide financial statements verifying
credit rating, insurance andbonding capabilities; b) D/B team
experience - furnish evidence of D/B team past experience (within the
last 3 years) with regard to the design/installation of indoor multiple
lane firing range ventilation systems that are in compliance with
NationalInstitute of Occupational Safety and Health (NIOSH), OSHA
indoor air quality standards (1910), and EPA exhaust air emission
regulations; (c) Technical and professional staff qualifications -
define the roles and outline the experience of the D/B team'sdesign and
construction personnel, including professional qualifications,
licensing and technical competence for proposed Design Manager, Project
Manager, Site Superintendent, Quality Control Manager and other key
personnel shall be provided, includingidentification of appropriate
rifle range facility experience; (d) D/B team performance - furnish
evidence of satisfactory performance within the last three years with
regard to the required services; (information furnished under (b), (c)
and (d) shouldinclude description, location, customer contact (name,
address, telephone number), year of completion and contract type,
duration and cost, and performance awards/letters of recommendations
received); and (e) Business approach - outline the organizationand
management approach utilized in the formation of the D/B team. The D/B
team organization must demonstrate a satisfactory business arrangement
between the design and construction firms to include a copy of the
business agreement documents describingthe relationship of the D/B Team
and acknowledgment that substitution of any approved team members will
require Contracting Officer approval (does not apply if both designer
and constructor are the same firm). The scope may require
evaluation,definition and testing of asbestos materials and toxic waste
disposition, including subsequent preparation of plans and
specifications and execution of removal and/or disposal. D/B Teams
responding to this announcement must be prepared to accept
theaforementioned as a part of any subsequent contract responsibility.
D/B teams who meet the requirements described in this announcement
shall submit a Standard Form (SF) 255, U. S. Government
Architect/Engineer Qualification, as part of their submissionpackage,
and cite its proposed D/B team principal contact in Block 3a. If the
D/B team is composed of design and construction firms which are
separate entities, they must provide evidence that they are each
permitted by law to practice their respectiveprofessions, i.e., State
Registration number. Use Block 10 to provide any additional team
information. Provide a point of contact and telephone number for the
D/B team in SF 255, Block 8. D/B teams are invited to submit
qualification packages by 4:00p.m., 5 August 1996. The SIC for these
