COMMERCE BUSINESS DAILY ISSUE OF JUNE 27,1996 PSA#1625GOVERNMENT MOTOR FUEL CREDIT CARD SERVICES The General Services
Administration (GSA) previously notified interested parties to attend
an industry briefing on July 10, 1996 (CBD). The briefing on July 10,
1996, announces a dynamic new Long term Master contract approach to
provide travel, purchase, and fuel payment services with multiple
vendors. AT 1:00PM the same day, a follow-on session will be held to
discuss GSA's intention to solicit offers for an interim contract for
fuel card services. Both meetings will be held in the GSA auditorium at
18th & F Streets, NW, Washington, D.C. 20405, beginning at 9:00AM. The
interim fuel services contract will provide fuel credit card services
until a master contract is awarded. The requirements for the interim
procurement will include payment of motor fuel, oil and lubricating
services, oil and air filter services, washing and cleaning services,
mounting and dismounting tires, anti-freeze and minor emergency repairs
and other services for the Federal Government. The interim fuel credit
card must be a commercial fleet credit card accepted at most major and
regional fueling sites in the United States. The contractor will be
responsible for collecting and providing units of measure (gallons),
and all applicable Federal, state, and municipal taxes applied to fuel
and non-fuel purchases. The fiscal year 1995 dollar volumes were
estimated at $190 million with an estimated 13 million transactions.
There are currently 360,000 fuel credit cards in use. The current
contract for fuel credit card service expires on September 30, 1996. A
draft statement of work for an upcoming Solicitation will be
distributed at the July 10, 1996 meeting, however, there is NO
Solicitation ready for comments or issuance at this time. GSA intends
to award an interim fuel credit card service contract to a single
source on or about January 1997. The contract period will be for one
