POC Contracting Officer, Joyce Cadwell, (214) 302-7535 Provide A/E
services including investigative, design and construction period
services, for design of corrective changes to the chilled water piping
system within Building 2, at the VA Medical Center, Dallas, Texas.
Existing system is inadequate to support current or future demand.
Construction documents (CD's) are to include complete design
specifications, drawings, construction project scheduling and detailed
construction cost estimate. A/E will develop design based on thorough
site and user investigation. Prior to beginning negotiations with the
selected A/E, a pre-proposal site visit will be required to
familiarize A/E and consultants with existing area and project
expectations. Drawings are to be produced on AutoCad vs 12 and will be
dimensioned in both English and metric. Construction cost range is
$500,000 to $1 million. Investigative services and design shall be
completed within 45 calendar days after negotiated start date,
excluding Government review time. A/E selection will be based on the
following criteria and maximum point values are shown to reflect
relative importance: NOTE: Geographic location of A/E firms and
consultants servicing offices is limited to Dallas and Tarrant
Counties, Texas. 1) 50 points-Specialized experience and technical
competence in the type of work to be performed. Knowledge of VA
construction specification and standards is preferred. Hospital
elevator experience is required. 2) 50 points-Past performance
designing within budgeted construction cost limitations, preparing
accurate and highly detailed construction cost estimates, and
controlling costs during construction. 3) 40 pts-Capacity to accomplish
work in the required time, as evidenced by past performance. 4) 40
pts-Quality control methods used to ensure technical accuracy of work,
as evidenced by past performance. 5) 40 pts-Professional
qualifications of staff and consultants. Contract requires registration
of designers. 6) 10 pts-Experience and capabilities using CADD. Disk
submissions will be on AutoCad vs 12. 7) 10 pts-Demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design. In accordance with
PL 100-656, this acquisition is NOT restricted to business size.
Standard Industrial Code (SIC) 8711, Engineering Services, applies to
this acquisition and the small business size determination is NTE $2.5
million in average annual receipts during the preceding three fiscal
years. Architect-Engineer firms which meet the requirements in this a
announcement are invited to submit (1) a Standard Form 254,
Architect-Engineer and Related Services Questionnaire, and (2) a
Standard Form 255, Architect-Engineer and Related Services
Questionnaire for Specific Project. Submissions shall be marked Attn:
