Contracting Officer, Joyce Cadwell, (214) 302-7535 Provide A/E services
to include investigative services, design and construction period
services to effect corrective actions to roofing systems and structure
of Building 1 at the VA Medical Center, Dallas, Texas. Present project
expectations anticipate complete removal and replacement of existing
Building 1 roofing systems, including replacement of asphalt
composition roofing with clay tile roofing, replacement of polyurethane
foam roofing with hot asphalt built-up roofing, and repair of any
defective structural or associated roofing elements. All design
repairs/modifications must conform to Texas Historical Commission
requirements, yet meet the requirements of the structure's intended
use. Destructive and/or nondestructive testing and analysis of existing
roofing system and structure may be needed. A/E team must include
roofing contractor/expert and structural engineer. Construction
documents shall include detailed drawings, specifications, construction
scheduling and construction cost estimate. Drawings are to be produced
on AutoCad vs 12. CD's will include both English and metric
dimensions. Construction cost range is $500,000 to $1 million.
Investigative services shall be completed and a report of findings,
recommendations and estimated costs shall be submitted within 15
calendar days after negotiated start date. Design shall be completed
within 30 calendar days after receipt of Government review comments.
Total performance time for design is 45 calendar days, exclusive of
Government review time. A/E selection will be based on the following
criteria and maximum point values are shown to reflect relative
importance: NOTE: Geographic location of A/E firms and consultants
servicing offices is limited to Dallas and Tarrant Counties, Texas. 1)
60 points-Specialized experience and technical expertise in the type
of work to be performed. Hospital experience is required, and
experience with historical structures preferred. 2) 60 points-Past
performance designing within budgeted construction cost limitation,
preparing accurate and highly detailed construction cost estimates, and
controlling costs during construction. 3) 50 pts-Professional
qualifications of staff and consultants. Contract requires registration
of designers. A/E must include roofing contractor/ expert and
structural engineer on team. 4) 40 pts-Capacity to accomplish work in
the required time, as evidenced by past performance. 5) 40 pts-Quality
control methods used to ensure technical accuracy of work, as
evidenced by past performance. 6) 10 pts-Experience and capabilities
using CADD. Disk submissions will be on AutoCad vs 12. 7) 10
pts-Demonstrated success in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in facility
design. In accordance with PL 100-656, this acquisition is NOT
restricted to business size. Standard Industrial Code (SIC) 8712,
Architectural Services, applies to this acquisition and the small
business size determination is NTE $2.5 million in average annual
receipts during the preceding three fiscal years. Architect-Engineer
firms which meet the requirements in this a announcement are invited to
submit (1) a Standard Form 254, Architect-Engineer and Related Services
Questionnaire, and (2) a Standard Form 255, Architect-Engineer and
RElated Services Questionnaire for Specific Project. Submission shall
be marked Attn: Joyce Cadwell (90C) at the above address, and are due
