notice of intent to Request a Proposal and negotiate on an other than
full and open competitive basis for the purchase of one fully automated
Ultrasonics Scanning Workstation to perform pulse echo immersion
A-scans, B-scans and C-scans on a wide range of polymer matrix
composites, able to image and analyze the data. This requirement will
be negotiated on a sole source basis with Ultra Image International, 2
Shaw's Cove, New London, CT 06320. In accordance with FAR 6.302-1,
only one responsible source and no other supplies or services will
satisfy agency requirements. This is primarily due to the requirement
for compatibility with the existing ultrasonic inspection systems in
use - Ultra Image III and Ultra Image IV. The following is a summary of
the elements or characteristics that the Ultrasonics Scanning
Workstation must possess. The ultrasonics workstation must include a
3'x4'x18'' transparent immersion tank, with a water conditioning system
consisting of a pump, filter, and necessary plumbing lines and
fittings. The Ultrasonics Scanning Workstation shall be able to scan
and index the transducer a minimum of 42 inches, with scan and index
steps adjustable in the range of .005'' to .25''. The angle of
incidence of the ultrasound beam shall be controlled by a manual
gimble. Maximum scanning speed must exceed 8 inches per second when
acquiring data in the time-of-flight and amplitude acquisition mode.
Scan and index positions shall be controlled by AC servo motors. The
Ultrasonics Scanning Workstation shall include a 20 Mhz, 0.75 inch
focused transducer, a 10 Mhz, 1.0 inch focused transducer and a 1 Mhz,
2 inch focused transducer. The Ultrasonics Scanning Workstation shall
include a 486DX266 processor with a 1GB internal hard drive for data
storage and include 4 hardware gates. The system shall include an
external monitor, keyboard, mouse, 1.44 MB, 3.5 inch floppy drive and
at least one serial port. The system must support a printer and an
external data storage drive to serve as an archive. The system must
sample at rates up to 100 Mhz and shall include 0.5 Mhz to 50 Mhz
signal bandpass filtering and input signal amplification. The system
must include a spike pulser preamplifier which is impedance matched to
the receiver. The pulser must have software selectable gain and input
impedance controls and shall operate in pulse echo mode and thru
transmission mode. Pulser shall have a maximum pulse amplitude of at
least 300 Volts. All system operations shall be fully integrated and
compatible, utilizing one software package. The system must be capable
of displaying and annotating 2D and 3D colored displays from the
scanned data. The system shall display live video in user sizable
window, and display the A-scan signal and up to 4
amplitude/time-of-flight images in real time during acquisition. The
system must be upgradeable, contain 4 independent channels, logarithmic
preampifier and be expandable to 32 MB RAM. Software must be
upgradeable to include frequency domain analysis, A-scan signal
capture, B-scan imaging, simultaneous display and processing of A-, B-,
and C-scans, image filtering, feature mapping, distance-amplitude
correction, flaw measurement, back wall tracking and computerized flaw
search and identification. Must be suitable to modular expansion to
support a z-axis/turntable ultrasonic immersion scanning system.
Contractor shall provide turn key installation, on site training and a
standard commercial warranty. Government expects delivery 120 days
