Provide Integrated Occupancy Services (IOS) for various locations within the Washington, DC, metropolitan area. IOS includes such things as: Space Analysis and Requirements Studies; Project Development Studies; Strategic Project Planning; Solicitation For Offers (SFO) development and assistance; Program Of Requirements Development (POR); Management of the Programming and Design Process; Technical Services; Inventory/Facility Documentation; Project Budget; Master Project Planning; Construction Coordination; Move Budget/Funding; Occupancy Plan and Schedule; Move Coordination and Supervision; Space Acceptance; and Post-Move Services. This solicitation is set aside for 8(a) concerns. Services shall commence on or about November 1, 1996, and continue for a period of one year with the Government having the unilateral option to renew for four additional one year periods. Formal source selection procedures will be used (See FAR 15.6). The Government intends to award without discussions so offers should not expect to have an opportunity to correct deficiencies in their offers. The evaluation factors for award include: key personnel and operation personnel; experience and past performance; and capabilities of the offeror. A pre-proposal conference is tentatively scheduled for July 25, 1996.
