Development Test Center AFDTC/PKZ Eglin AFB FL intends to award a sole
source contract to acquire support of landbased, airborne, and Joint
Services weapons systems development and employment. This acquisition
will include engineering, research and development services in support
of the advancement of Air Force Information Warfare (IW) efforts.
Using a task order contract vehicle, the Government will direct the
contractor to perform critical tasks in landbased, airborne, and Joint
Services weapons systems employment in representative threat
environments; assist with field or on-site test and evaluation; reduce
and analyze test data; and summarize and present results in both
written and verbal form. The contractor will fulfill tasks in the
following essential areas: (1) Provide a detailed understanding of
guided missile system design and operation. Conceive, design, develop,
and test innovative concepts and techniques for system improvement
including, but not limited to, air-to-air, air-to-ground, and advanced
cruise missile systems at subsonic, supersonic, and hypersonic flight
speeds. (2) Conduct independent, quantitative performance evaluations
for operational and planned aircraft and air vehicle systems,
including the major subsystems of propulsion, avionics, structures, and
materials and their concomitant combat and logistics. (3) Develop,
maintain, and apply engineering, platform, mission and campaign models,
and simulations. Develop and apply models, simulations, and operations
analysis techniques for the engineering assessment, development,
operational evaluation, and coordinated employment of current, planned
and proposed systems. (4) Conduct independent, quantitative evaluation
for various weapons systems and related command, control, and
communications (C3) systems. (5) Conduct analyses for interpretation of
technical intelligence information as it relates to weapons system
performance. Conduct subsequent analyses to assess the effects of
system and subsystem performance in the overall context of IW to
address electronic combat (EC), defense suppression, and other related
aspects of IW. Colonel Joseph D. Ferris (904-882-5966) has been
appointed by the AFDTC Commander to hear offeror's confidential
concerns, if any, regarding this acquisition. The Ombudsman's purpose
is not to replace the technical staff or contracting officer but to
serve as an honest broker and communicate any contractor concerns,
