Center Norfolk, Detachment Washington, D.C. intends to procure
technical and analytical support services on behalf of the Naval Air
Systems Command (PMA 205). The Contractor shall apply Instructional
Systems Development (ISD) Principles to develop and support training
systems that satisfy Navy Training requirements. In performance to the
ISD effort, the contractor shall provide all necessary professional,
technical, and managerial resources. These items may be utilized to
conduct training courses on Naval aviation weapons systems such as, but
not limited to, the following: H-1, H-2, H-3, H-46, H-53, H-60, AV-8,
P-3, V-22, T-45, F-14, F/A-18, EA-6, C-130, C-9, T-39, missile systems,
weapon platform installed systems, and the support equipment utilized
to support active/reserve weapons platforms/systems/programs.
Successful completion of these tasks will entail development of
training materials and equipment. The specific task areas include, but
are not limited to the following: analysis, design, training
development, implementation, evaluation, and training system support
services. The type of contract will be a Cost Plus Fixed Fee, Level of
Effort, Indefinite Delivery/Indefinite Quantity, with a period of
performance consisting of a base year, four one-year options, and an
option to extend services for an additional 6 months. The estimated
level of effort is 902,260 labor hours for all years. This procurement
is unrestricted and open to all sources. Work will be conducted at the
contractor's place of business. Travel to NAMTRAGRU sites in Pensacola,
FL and Millington, TN will be required on a limited basis. No
Government Furnished Equipment will be provided. The SIC is 8711 with
a small business size standard of $13.5 million. A Pre-Proposal
Conference is tentatively scheduled to be held on 15 July 1996. Please
