for the rental and/or purchase of Infrared Simultaneous Interpretation
Equipment and relatd installation services. Contract type: FFP/IDIQ
with labor hour, cost reimbursement provisions, Contract period: one
(1) base year plus four (4) option years. The required equimpment must
be compatiable with or equivalent to DIS and Brahler equipment, and
available in 110v/60hz 220v/50hz dual voltage models. Detailed
specifications, plans or drawings, relating to the requirement are not
available and cannot be furnished by the Government. This is the
step-one of the two-step sealed bidding method. Step-one is the request
for technical proposals only. Interested parties should submit request
for RFP in writing to the contact person listed above. Such requests
must be received by this office on or before COB July 9, 1996. Upon
successful equipment testing in Step-One, bidders who offer acceptable
equipment and services shall be invited to participate in step-two, in
which bidders are requested to submit sealed bids in accordance with
the invitation for bids. Contract award will be made on all or none
basis to the bidder whose bid represents the most advantageous to the
Government, technical merits, price and price related factors
considered. All responsive and responsible offers shall be considered.
Telephone requests for RFP SHALL NOT BE ACCEPTED. This synopsis may
represent the only published announcement for this requirement. It is
important to note that upon contract award and prior to contract
performance the successful bidder/contractor must possess or be able to
obtain secret facility secret clearance issued by Department of Defense
in accordance with the National Industrial Security Program Operating
Manual (DOD 5220.22-M). Upon contract award and prior to contract
performance, specifically designated contractor personnel who require
access to classified information, or areas where access to classified
information cannot be precluded, must possess, or be able to obtain
secret personnel security clearances issued by the Defense Industrial
Security Clearance Office (DISCO). Upon contract award, the State
Department, Bureau of Diplomatic Security, will sponsor the successful
