combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
F42650-96-T-8138. This solicitation is issued as a request for
quotation (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-36. The standard industrial classification code is 7382. This
solicitation is sole source. Clin 0001; Item 5821PCCTV; Qty 0001; U/I
LO; Description Upgrade of the closed circuit television and Monitor
Dynamics Inc card access control system in Bldg 891. The contractor
shall run all electrical power runs where required for the CCTV and CAC
system upgrade in conduits, J-boxes, wall outlets, etc; from building
breaker panels to the CCTV and CAC equipment locations. All conduits,
j-boxes, wall outlets etc, the contractor installs will be securely
mounted to the roof or wall structure or under the computer room floor
where required. The contractor shall use plenum rated wire when wire
runs are not in conduit. The contractor shall run all CCTV camera
cables, wire etc, in flex conduit from each new and existing camera
mounting location to a J-box inside the building and or above the
ceiling tiles for CCTV security. The contractor shall remove from the
building all CCTV system items etc that will not be required or used by
the contractor after completion with the exception of 24 ea BURLE 6''
monitors. The contractor shall make all necessary repairs to walls,
floor, ceilings, doors etc if damaged during this upgrade. The
contractor shall install and interface all new CCTV equipment and
cameras with existing CCTV cameras. The contractor shall ensure proper
coverage of all door areas recorded or viewed by the CCTV system
inside and outside of Bldg 891. The contractor shall ensure CCTV system
and monitors new or existing when in full operation are 100% clear and
sharp, there shall be no double images, no horizontal or vertical
lines running through the monitors, and that the entire CCTV system is
connected and working as stated above at the three CCTV controlling
stations located in rooms 172, 145a, and 101. The contractor shall
ensure the new CAC items interfacewith the building CAC system in room
172. The contractor shall identify all circuits and wiring run
locations, camera control locations, and camera locations once
complete. Each item will be identified in a drawing by the contractor.
A. The contractor shall install and interface the following CCTV
equipment in room 172: 1 ea Intercom LEF-10 Master station, 4 ea ULKM17
Monitors, 3 ea GX-TLC 1800 960HR VCR, 1 ea DD-KBT2 Keyboard, 1 ea
DD-KA01012 Keyboard adapter, 1 ea DD-MC04 Multiport controller, 3 ea
DD-UPX2DEMUK Multiplexers. B. The contractor shall install and
interface the following CCTV equipment in room 145a: 1 ea intercom
LEF-10 Master station, 4 ea ULKM17 monitors, 1 ea DD-KBT2 Keyboard, 1
ea DD-KA01012 Keyboard Adapter. C. The contractor shall install and
interface the following CCTV equipment in rooms 101, 141, 142a, 145,
168, 221b, 234c, 239, 264, and at the IN GATE: 14 ea IK-537A Cameras,
14 ea H612E2 Auto Iris Lenses, 1 ea EH-4600 Outside Housing, 2 ea LEDA
Intercoms. D. The contractor shall install and interface the following
CCTV equipment in room 101: 1 ea Intercom LEF-10 Master Station, 1 ea
12'' monitor, 1 ea MV-45 Quad. E. The contractor shall install and
interface the following CAC equipment in rooms 231 and 234c: 1 ea MDI
ACT-2000-M Card Reader, 1 ea RU41040532D-12VDC Door Strike, 1 ea MDI
ACT-2004-KM Keypad/Card Reader, 1 ea SN-62 24 VDC MagLock, 1 ea DS 150
PIR Release to Exit. F. The contractor shall change the viewing area
of the existing cameras on the following doors: Change camera video
viewing area on the camera for door 239 to view the area for door 231,
change camera viewing area on the camera for north hallway viewing
west down the north hallway to view door 154c. G. The contractor shall
relocate 4 ea 6'' monitors from one of the old CCTV monitor stations
located in room 172, 145a, or 101 Lobby. The contractor shall place 2
monitors in room 211 and 2 monitors in room 213. The contractor shall
split the video for the cameras that are currently viewing doors 221a
and 216a and route the video to the 2 monitors that were relocated into
room 211 as well as the monitoring stations in rooms 172 and 145a. The
contractor shall split the video of the cameras that are currently
viewing doors 208 and 216a and route the video to the 2 monitors that
were relocated into room 213 as well as the monitoring stations in
rooms 172 and 145a. During the performance of this order, the
contractor shall only bring into the building materials enough for the
days work. The contractor shall maintain a clean work area and after
each days work clean the construction site. All excess materials and
residue left over from the performance of this contract shall be
removed from the building and from Hill AFB and shall be disposed of

procurement is under a 100 percent small business set aside, the size
standard for which is 500 employees. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
