a REQUEST FOR TECHNICAL PROPOSALS as a BEST VALUE SOURCE SELECTION
PROCUREMENT. Evaluation for award will be based on price and other
non-priced factors which may include, but are not limited to:
Technical/Management Factors to include Relevant Experience in
renovations of medical facilities; Project Staffing of of
Design/Construction teams; Work Plan, Subcontracting Plan; together
with Past Performance evaluation. The project acquisition is
UNRESTRICTED with the Standard Industrial Classification (SIC) Code, as
1542 - General Contractor, Nonresidential, Other than Industrial
Buildings and Warehouses. The size standard is $17.0 million. This is
a DESIGN/BUILD project. The RFP documents provide only a performance
specification. The Contractor shall be responsible for completing
design, coordinating and constructing the facility complete and ready
for use. The project includes alteration and repair of the 6th floor of
Building 10 at the National Naval Medical Center (NNMC), Bethesda, MD,
converting 43,796 gross square feet of interior space from an
inpatient ward into a modern obstetrical/gyneocological (OB/GYN) and
neonatal intensive care unit (NICU). Specialty areas include the
neonatal intensive care unit, cesarean delivery/operating rooms, high
risk diagnostic testing, labor/delivery/postpartum rooms, medical
gases, special lighting, HVAC, emergency power systems, fire protection
system, and communication systems. Requests for plans and specs must be
made in writing accompanied with a check in the amount of $50.00 made
payable to the order of EFA Chesapeake, mailed or delivered to the
above address. The charge is non-refundable. Contractors within the
local area are encouraged to pick up a copy of the solicitation in the
Plans and Specs office, 1st floor, Building 212. The hours of
operation are between 7:30 am to 3:30 pm, Monday through Friday.
Requests for bidders must be made separately. There is no charge for
bidders list. Please note, the plans and specs will be issued on a
first-come, first-serve basis. The established date for ISSUANCE is 17
June 1996 with an receipt date of 23 July 1996. The estimated cost of
