will be accepted from all business concerns for Herbert Hoover National
Historic Site Project PRA-HEHO 104(1) in Cedar County, Iowa, consisting
of the reconstruction of the Entrance Road and the Entrance Road
Parking Areas, rehabilitation of the Loop Road, rehabilitation of the
lighting and drainage systems, removal and replacement of the Second
Street bridge and the Parkside Drive bridge approach slabs, and other
miscellaneous work. Principal items of work and approximate quantities
are as follows: Removal of Asphalt Pavement, 4,500 square meters;
Roadway Excavation, 3,000 cubic meters; Earthwork Geotextile, 5,000
square meters; Aggregate Base, 4,000 metric tons; Hot Asphalt Concrete
Pavement, 1,200 metric tons; Reinforced Portland Cement Concrete
Pavement, 150 mm and 200 mm depth, 800 square meters; Ductile Iron
Waterline, 100 mm and 150 mm diameter, 300 meters; Signal Installation,
lump sum; Lighting Installation, lump sum. The project is expected to
fall within the price range of $500,000 to $1,500,000 and has a
construction completion date of August 31, 1997. Invitation for Bids
No. DTFH71-96-B-00008 to be issued on or about July 1, 1996. Plans,

is strongly recommended that all requests for bid documents and

following applies to Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has bonding programs to assist
minority, women-owned and disadvantaged business enterprises in
acquiring short-term capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
