Service intends to negotiate on a non-competitive basis (RFP No.
CS-96-007) with ViON Corporation to acquire one (1) Hitachi Data
Systems (HDS) Skyline high-speed mainframe via a 36-month LTOP plan to
be installed in the U.S. Customs Data Center, Springfield, Virginia.
The authority for this acquisition will be 41 USC 253(c)(1). HDS or
ViON Corporation, exclusive distributor of HDS equipment is the only
source capable of providing the HDS Skyline series high-speed
mainframe. Processing speed in excess of 60 MIPS is the essential
performance factor supporting acquisition of the planned HDS high-speed
processor. The equipment must be IBM compatible, and shall be capable
of accomodating both ESCON and parallel channel connectivity. With its
processing units rrated at 90 MIPS, the HDS Skylne series equipment
has been determined to be the only processor which will meet Customs
