This notice constitutes Amendment No. 1 to solicitation 8-P-6-15-95394
which was publicized on April 5, 1996, which is replaced with the
following solicitation - This notice is a combined Synopsis/RFQ for
commercial items prepared in accordance with FAR Subpart 12.6 as a
supplement with additional information included in this notice -- This
notice serves as the only solicitation; quotes are being requested and
a written solicitation will not be issued -- This notice is being
issued as a Request for Quotes (RFQ) for a 20'' Planetary Polisher and
Grinder Recirculating Slurry System consisting of Item 1 - Stras Baugh
P/N 118045 or equal, 6BP 20'' Planetary Polisher/Grinder, 3 - 6 9/16
inch internal adjustable rings with adjustable stroke quick change
table, loadmeter and power ring drive synchronized to table speed -
Cast iron 20'' lap 220 volt 3 phase 60 HZ, Qty 2 ea -- Item 2 - Stras
Baugh P/N 117303 or equal, 6BP ACC-3 Variable Speed Drive with
Tachometer - Variable speed to control each ring stations between 30-60
RPM - Tachometers for each ring station reading between 30-60 RPM, Qty
2 ea -- Item 3 - Stras Baugh P/N 102551 or equal, Serrated Aluminum
Oxide Ring, ID 6 9/16 inch, OD 8 inch, diameter ring height 1-3 inch,
Qty 1 set -- Item 4 - Stras Baugh P/N N4 or equal, Recirculating Slurry
System, 1/20 horsepower motor, 110 volt, single phase, 60 cycle, All
hoses included shall be Tygon or equivalent, slurry tank shall be epoxy
painted or equivalent to stop corrosion, tank shall hold a minimum of
5 gallons of slurry, Qty 2 -- Items 2, 3, and 4 shall be compatible and
function with Item 1 -- This procurement is being conducted under the
Simplified Acquisition Threshold (SAT) portion of the Federal
Acquisition Streamlining Act (FASA) -- The provisions and clauses in
the RFQ are those in effect through FAC 90-37 -- This procurement is a
total small business set-aside - Delivery to MSFC (FOB Destination) is
required within 45 days ARO -- Quoters shall provide the information
required by FAR 52.212-1 -- The quoter shall complete FAR 52.212-3 and
submit it as part of their quote -- FAR 52.212-4 and 52.212-5 are
applicable with the exception of 52.212-5(b): 52.203-6, 52.203-10,
52.219-8, 52.219-9, 52.219-14, 52.225-9, 52.225-18, 52.225-19,
52.225-21, 52.247-64, 201- 39.5202-3, and all of 52.212-5(c) -- The
quoter shall state in their quote their size status for this
procurement as well as whether they are minority or woman-owned -- The
SIC code and the size standard for this procurement are 3599 and 500
employees, respectively -- If other than the brand name identified is
quoted, then the quoter shall indicate the manufacturer, brand, and
model/part number quoted and provide a description in sufficient detail
to show that the product quoted meets the brand name identified-- The
quoter shall provide a description (including manufacturer, brand, and
model no.) in sufficient detail to show that the product quoted meets
the specifications included in this notice -- If the end product(s)
quoted is other than domestic end product(s) as defined in the clause
entitled ''Buy American Act -- Supplies,'' the quoter shall so state
and shall list the country of origin -- The quoter shall provide
evidence of an established catalog or market price which may be an
excerpt from a catalog, price list, schedule, or other verifiable and
established record -- The quoter shall identify place of performance in
their quote -- The DPAS rating for this procurement is DO-C9 --
Questions regarding this acquisition must be submitted in writing no
later than June 21, 1996 -- Companies shall notify this office of their
intent to submit a quote -- Transmission by facsimile to 205-544-9080
or by Internet e-mail to glynda.meeks@msfc.nasa.gov is acceptable --
Quotations (including FAR 52.212-3, Representations and Certifications
which may be obtained via the internet at

1996 to the address specified above to the attention of Glynda H.
Meeks/GP24M -- Selection and award will be made on an aggregate basis
to the lowest priced, technically acceptable quoter -- Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement -- The period of time
expected for the Contracting Officer to solicit/evaluate vendor quotes
and issue the purchase order will be approximately 25 days from
publication of this notice in the CBD -- An ombudsman has been
appointed to hear concerns from quoters, potential quoters, and
contractors during the preaward and postaward phases of this
acquisition -- The purpose of the ombudsman is not to diminish the
authority of the contracting officer or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them -- When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern -- The ombudsman does
not participate in the evaluation of quotes, the source selection
process, or the adjudication of formal contract disputes -- Interested
parties are invited to call the installation ombudsman, Susan M. Smith
at 205-544-0012 -- Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
NASA ombudsman, Thomas S. Luedtke at 202-358-2090 -- Before consulting
with any ombudsman, interested parties must try to resolve their
concerns with the contract specialist or the contracting officer -- DO
NOT CALL THE OMBUDSMAN FOR SOLICITATION REQUESTS/INFORMATION -- This
solicitation and any related documents to this procurement will be
