Work will include, but is not limited to providing the following synopsis of work in a fully occupied building; Provide a new boiler and replace existing cooling tower at the IRS Service Center, Austin, TX. Work also includes replacing HVAC units and replacing motors, valves, coils, linings, bearings, and miscellaneous items but not limited to electrical hookups, architectural repair, temporary air package, as well as other work prescribed by the specifications and drawings. Estimated Cost Range: $1-2 Million. This project is being procured using informal Source Selection Procedures which will result in a firm fixed-price award to the offeror which provides the ''greatest value'' to the Government, with technical ability being more important than price. Technical proposals, in the form of a resume of three similar projects, shall be submitted to the address listed below no later than July 15, 1996, which is prior to the issuance of the specifications and drawings. The term ''similar projects'' shall be defined for evaluation purposes as the following: Construction or renovation of multi HVAC Units, 10 or greater for multi-story office buildings, IRS facilities or a combination thereof, which were at least 50 percent occupied and functioning in their intended purpose during construction of the project. The following factors that will be evaluated are listed in descending order of importance: 1. Past Performance of the Prime Contractor on Mechanical Type Projects-Resume to include (1) The project's name, (2) location (3) award amount and (4) type- use of facility and date completed for each similar project in scope and dollar range. The resume shall provide the name, address, and current telephone number of the person from each of the following and applicable categories which is most familiar with the project referenced above: (1) Owner's name and telephone number (2) Architect/Engineer name and phone number (3) Construction Engineer (if any). 2. Experience and past perform- ance of mechanical Subcontractor-Resume to include the following informa- tion: For a minumum of three similar recent projects, (''recent'' is defined as within approximately the last six years), (1) name of Mechanical firm's Project Manager (minimum 5 years experience similar to this project), (2) Project name, location and description, (3) scheduled value of the mechan- ical work, (4) Construction start and completion dates (if construction is on-going, state anticipated completion date), (5) Description of actual work performed by the mechanical firm. Resume shall state how these pro- jects are similar in scope to this project. Resume shall provide the name, address and current telephone number of the person from each of the following and applicable categories which is most familiar with the project referenced above: (1) owners, (2) architect/engineer and (3) construction engineer. Evaluation for award will be based on the resume and price. Award of this contract is contingent upon successful negotiations of a reasonable price. However, award may be made without discussions. Solici- tation issue date is on or about July 31, 1996, with receipt of price proposals due 21 days from the issue date of the solicitation.
