Cheryl L. Howe (202) 690-5552 The Department of Health and Human
Services, Assistant Secretary for Planning and Evaluation (ASPE),
requires analytical support for estimating the effects of health
policies on an as-needed basis. ASPE is responsible for analyzing and
evaluating national health policies and for proposing changes that will
improve public health policy, access, and efficiency in the delivery of
health services. ASPE also must review proposed budgets of, and any
proposed changes in legislation and regulation affecting, Medicare,
Medicaid, the Public Health Service and related health programs. These
responsibilities often require actuarial estimates of the effects of
proposed changes in policy, legislation or regulation. The government
anticipates a single contract award to provide rapid access to the
services of several experienced actuaries who can devote immediate
attention to the solution of whatever problem must be solved on an
as-needed basis. The services are essential to ASPE's ability to
perform these responsibilities appropriately and in a timely manner.
Issuance of solicitation will be approximately 15 days from CBD
publishing this notice. The basic period of performance is 12 months
with three 12 month options. Requests for the solicitation must be made
