This combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 90-38. Line Item
0001 shall be for two (2) DRUGFIRE SPARC 1000E Servers; Line Item 0002
for five (5) DRUGFIRE SPARC 20 Client Workstations; Line Item 0003 for
six (6) Automated Projectile Matching Systems; Line Item 0004 for two
(2) DRUGFIRE Server Communications Packages; Line Item 0005 for five
(5) DRUGFIRE Client Communications Packages. Shipping is
FOB-Destination to Washington, DC. The following FAR clauses/provisions
are applicable to this acquisition: (a) 52.212-1 Instructions to
Offerors - Commercial, (b) 52.212-2 Evaluation - Commercial Items,
where price, technical capability, and past performance of offered
items shall be used to evaluate the offer, (c) 52.212-3 and offeror is
hereby advised to include a completed copy of this provision with the
offer, (d) 52.212-4 Contract Terms and Conditions - Commercial Items,
and (e) 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders - Commercial Items. Additional clauses
cited in 52.212-5 (b) applicable to this acquisition: 52.203-6,
Restrictions on Subcontractor Sales to the Government, with Alt. I;
52.225-3, Buy American Act - Supplies; 52.225-9, Buy American Act-Trade
Agreements Act-Balance of Payments Program; 52.225-21, Buy American
Act-North American Free Trade Agreements Implementation Act; and
201-39.5202-3, Procurement Authority (FIRMR) (Regulatory Blanket
Delegation). The Federal Bureau of Investigation intends to negotiate
on a sole source basis with Mnemonic Systems Inc., 2001 L Street, NW,
Washington, DC 20036. Offers are due COB 6/28/96. The proposed contract
action is for supplies for which the Government intends to solicit and
negotiate with only one source under authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. Interested persons
responding to this requirement must bid all or none and provide
technical and pricing information. This notice of intent is not a
request for competitive proposals. However, all proposals received
within fifteen (15) days after date of publication of this synopsis
will be considered by the government. A determination by the Government
not to compete this proposed contract based upon responses to this
notice is solely within the discretion of the government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Telephone
