synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. The solicitation, number
NIH-NIDDK-96-11, is issued as a Request For Proposal (RFP). The
solicitation/contract will include all applicable provisions and
clauses in effect through FAC 90-36. The superconducting magnet system
must have the following technical requirements: (1) The magnetic field
strength must be 9.4 Tesla, corresponding to a 400 MHz proton NMR
frequency. (2) The drift rate of the magnetic field must be less than
or equal to 0.02 ppm per hour. (3) The magnet system must include both
superconducting and room temperature shim coils for adjustment of the
homogeneity of the magnetic field. The room temperature shim coils
must include at least 34 independent gradient channels. The magnet
system must include a power supply for the room temperature shim coils,
compatible with control by a Chemagnetics Infinity NMR spectrometer
console. (4) The usable diameter of the bore of the magnet must be
greater than 88 mm without room temperature shim coils, and greater
than 72 mm with room temperature shim coils. (5) The homogeneity of the
magnetic field must be 0.2 ppm or better over a 20 mm diameter by 20 mm
length cylindrical volume with use of the superconducting shims only.
The homogeneity of the magnetic field must be 0.02 ppm or better over
the same volume with use of both superconducting shims and room
temperature shims. (6) The magnet must be contained in a liquid helium
and liquid nitrogen-cooled cryostat with refill periods of at least 14
days for liquid nitrogen and 170 days for liquid helium. (7) The magnet
system must be mounted on pneumatic vibration isolation legs or stands.
(8) The magnet system must include liquid helium and liquid nitrogen
level sensors and meters and must include a vacuum insulated liquid
helium transfer line. (9) Installation and charging of the magnet, and
optimization of the superconducting and room temperature shim settings
must be included. Provide existing product literature, owner's manual
with maintenance procedures as part of the proposal. The
Superconducting Magnet System must have a minimum warranty period of
one (1) year labor, material and one way-freight. Delivery shall be no
later than FIVE (5) MONTHS after contract award. Deliver Free On Board

The existing product literature, owner's manual with maintenance
procedures and test reports will be used as a basis for evaluation with
submitted offers. Past Performance will also be considered. This
acquisition incorporates the following FAR clauses, FAR 52.212.1,
