Phone (703)604-6100 The Government intends to negotiate with Grumman
Aerospace Corporation, South Oyster Bay Road, Bethpage, NY 11714, for
the integration of the Cooperative Engagement Capability (CEC) into
E-2C aircraft. This effort will include Group I to II retrofits,
Standard Depot Level Maintenance (SDLMs), installation, integration,
and testing of: CEC, Satellite Communications (SATCOM), Navigation
Upgrade, Mission Computer Upgrade (MCU), and Vapor Cycle. In addition,
interim support, validation/verification of an Installation Data
Package (IDP), and financial and administrative data will be procured.
The integration and testing of the CEC into a P-3 aircraft will be
procured. The Government does not own the Level III drawings for each
resident subsystem within the aircraft in order to allow for full and
open competition of this procurement. As the designer and sole
manufacturer of the E-2C aircraft, Grumman Aerospace is the only firm
with the tooling, requisite skills, knowledge of each resident
subsystem, and documentation capable of completing the integration of
these complex systems into existing E-2C aircraft within the required
