(817) 334-2131 (Site Code DACA63) Indefinite quantity, multi-task
services contract, with time and materials provisions and fixed labor
rates, for a wide variety of overflow facilities services, preventive
maintenance, operations, and repair tasks (including program management
and automated reporting) in support of the Directorate of Public Works,
Fort Hood, Texas. Work will be performed on the Fort Hood Military
Reservation including main post, West Fort Hood, and North Fort Hood.
The objective of the contract is to provide expeditious execution of
delivery orders for general facilities services work which will vary
from site to site. Specific delivery orders will be issued by the
Contracting Officer in accordance with the unit price, schedule and
specifications. Contract duration will be an initial 12 month period
with options for two additional 12 month periods to be exercised at the
discretion of the Government. The maximum estimated contract amount for
the base and for each additional 12 month period is $4,900,000.
Delivery orders totaling not less than $10 and not more than $4,900,000
and no more than a cummulative total of $14,700,000 may be outstanding
at any given time. The Government will obligate to the contractor a
minimum of $98,000 for the base year and $49,000 for each option year
(upon exercise of each option year). This guaranteed fee is a
recordable obligation and, as such, will be fully funded upon contract
award. The contractor will be required to furnish all program
management, labor, materials, permits, equipment, personnel, automated
reporting and services necessary to manage and accomplish designated
deliveries which will include planning, scheduling, surveying the
problem, recommending a solution, and remediating the problem in a
timely and efficient manner. Delivery orders will include a variety of
professional and skilled trades including (but not limited to)
biologist, environmentalist, environmental abatement (asbestos and
lead- based paint) technicians, agronomist, computer specialist,
carpentry, plumbing, demolition, and engineering (general, civil,
mechanical, electrical, structural), fire protection, safety,
electricians, HVAC, boiler and utility system operators. Contractors
must have a minimum of two year's related experience and must possess
all state and locally required licenses for this type work within the
state of Texas. Offerors will be required to submit cost and techncial
proposals as stated in the solicitation. The following evaluation
criteria will be used for selection: (1) prime contractor's
qualifications and past performance, (2) program/project management
plan with automated reporting (with various subitems), and (3)
cost/price. Proposals from large business firms must comply with FAR
clause 52.219-9 regarding the requirement of subcontracting plan. Fort
Worth District's goals are that a minimum of 60.3% of the contractor's
total intended subcontracted amount be placed with small businesses
(including small disadvantaged and woman-owned businesses); 8.5% of the
total subcontracted amount be placed with small disadvantaged
businesses; 3.5% of the total subcontracted amount be placed with 8(a)
firms; 3.0% of the total subcontracted amount be placed with
woman-owned small businesses; and 5.5% of the total subcontracted
amount be placed with historically black colleges or
universities/minority institutions. The subcontracting plan will be
required as a proposal submission item. A preposal conference will be
held during the solicitation period (details to be provided). The
solicitation will issue on or about 1 July 1996 with proposals due on
or about 31 July 1996. Applicable SIC Code is 8744. Small business size
standard is $20 million. This project will be issued unrestricted. All
responsible sources may submit an offer which shall be considered by
