(RFI) POC Contact, Wilma Washington, Phone (703)604-6100 The Department
of the Navy is formulating requirements for the development and
integration of an avionics war fighting upgrade to the EA-6B Block 89A
Prowler Aircraft. The purpose of this Request for Information (RFI),
is to gain a better understanding of what is available in the area of
accessible technologies, existing hardware and industrial capabilties
to satisfy this Fleet need. The war fighting upgrade is required to
ensure that the EA-6B can counter the threat through the year 2015. The
upgrade envisioned will replace the current ALQ-99 Onboard System (OBS)
receivers, integrate off-board connectivity, integrate the USQ-113 and
replace obsolete avionics. The upgrade may be accomplished using
currently available avionics, contractor off the shelf (COTS) products,
Non-development Items (NDI) and Government Furnished Equipment (GFE).
Currently, all milestones for the program are tentative, but for
planning purposes, a development effort is scheduled to begin in 1999
with an Initial Operational Capability (IOC) in 2003. It is also
possible that the commencement of the development effort could be
accelerated and instead begin mid 1997 with an IOC in 2001. Any
information provided should address initially or as an alternative this
earlier program start date. When the development effort is completed,
the Navy plans a separate production effort to outfit the entire EA-6B
fleet of 126 aircraft with the upgrade. In addition to this notice, a
two part detailed information package is available; one part is
classified (SECRET) and the other part is unclassified. Interested
sources may contact, by mail, Contracting Officer, Naval Air Systems

Davis Highway, Arlington, VA 22243-5120 and request the information
package. Requests for the information package to be delivered by
commercial courier (FedEx, DHL, Airborne, etc.,) should use the
following address: Contracting Officer, Naval Air Systems Command, AIR
2.2.1.2.3, Ms. Wilma Washington, 1411 Jefferson Davis Highway,
Jefferson Plaza #1, Room 146, Arlington, VA 22202. All written requests
for the information package must include a cleared address to which
SECRET information can be mailed, an address for unclassifed mail and
the name and telphone number of a cleared point of contact. Interested
sources are invited to review the RFI information package and provide
responses which address the issues outlined in this notice. Request
for the RFI and information package should be forwarded not later than
7 days after this notice appears in the Commerce Business Daily (CBD).
Questions or requests for clarifing information should be forwarded not
later than 26 July 1996. All questions and our answers will be provided
to all RFI participants. Questions received after 26 July 1996 may not
receive answers. Questions may be sent by mail to the address shown
above or they may be faxed to (703) 604-2969, or E-mailed to the
following addresses: washingtonwa.jfk@navair.navy.mil AND
wheelerge.nimitz@navair.navy.mil. All RFI responses should be submitted
by 16 August 1996. Sources will not be reimbursed for providing
responses; therefore, the Navy will accept them in whatever form they
exist. Responses will not be considered as proposals, and neither this
announcement nor the RFI should be construed as a request for
proposal. All information contained in the RFI is preliminary and
subject to modification and is in no way binding on the government.
Proprietary data submitted in response to the RFI will be protected
when so designated. Responses should include the name and telephone
number of a point of contact having the authority and knowledge to
discuss responses with government representatives. All correspondence
concerning this RFI should refer to the synopsis number 20105-96. ONLY
CERTIFIED U.S. CONTRACTORS WILL BE PERMITTED TO PARTICIPATE IN THIS
