Technologies'', SOL PRDA# 96-09-PKPX. POC - Jon S. Jones, Program

315/330-2308. A - Rome Laboratory is soliciting proposals for the
development and demonstration of technologies for the accurate
detection, track, and identification of Time Critical Targets (TCTs),
with emphasis on systems involving Tactical Erectable Launchers (TELs).
These technologies must be either currently developed into a brassboard
configuration or capable of being efficiently developed into a
brassboard configuration for the purposes of being evaluated in a
laboratory and/or flight demonstration. This shall include hardware
and/or software that is capable of being mounted into an existing
aircraft or ported to an existing piece of hardware onboard an aircraft
that provides a substantial added capability to currently existing
technology. The concept of interest is to manage existing sensor and
intelligence systems to perform the wide area field of view detection,
localizing hostile target regions, focusing existing sensor systems
through a series of algorithms and sensing modes, to provide a high
degree of accuracy for identifying TCTs. The technologies of interest
include both passive and active sensor technologies, hardware and
software capable of either detecting, tracking, classifying, or
identifying TCTs at long ranges. TCTs include both airborne and ground
based targets that have a time critical significance to their
immediate detection, track, and identification, i.e., carriers for
weapons of mass destruction, cruise missiles, surface-to-air missile
batteries, ballistic missiles, related radar and communications
networking systems, etc. These technologies must have general
application but not be system specific. THIS ANNOUNCEMENT CONSTITUTES
THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED. Offerors are
required to submit an original and (2) copies of their proposal
(technical and cost) to Jon S. Jones, OCSM, 26 Electronics Parkway,
Rome, NY 13441-4514 by 12 July 1996, if you are interested in an award
in early FY 97. A briefing for all interested firms will be held on 20
June 96, at Rome Laboratory, BLDG 106, 26 Electronics Parkway, Rome, NY
13441-4514 at 1000 hours. An additional briefing package including
complete instructions for proposal preparation will be made available

who do not attend the briefing, but desire to have a copy of the
additional material should provide their firm name, point of contact,

bernhardj@rl.af.mil not later than 17 Jun 1996. Evaluation of proposals
will be accomplished using the following criteria: (l) overall
scientific and technical merit, (2) potential contribution and
relevance to this effort, (3) innovativeness of the proposed approach
and/or techniques, (4) offeror's capabilities and related experience,
and (5) cost realism and reasonableness. The total value for all awards
under this PRDA shall not exceed $6,000,000. Foreign participation at
the prime contractor level is not authorized for this acquisition. The
cost of preparing proposals in response to this announcement is not an
allowable direct charge to any resulting contract or any other
contract, but may be an allowable expense to the normal bid and
proposal indirect cost in FAR 31.205-18. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions are not considered to be ''significant concerns'' and
should be communicated directly to the Contracting Officer, Joetta A.
Bernhard, (315) 330-2308. The purpose of the Ombudsman is not to
diminish the authority of the Contracting Officer or Program Manager,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, RL/PKP at (315) 330-7747. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of the proposals or in
the source selection process. This PRDA is open and effective for
eighteen (18) months from the date of the publication of this notice.
