(301)227-1904 The Defense Mapping Agency (DMA) seeks contractor(s)
willing to demonstrate their ability to supplement the production of
hardcopy and digital products as well as digital data. This
solicitation is an effort by DMA to identify contractors, or teams of
contractors, who will be able to support the agencyOs ambitious
production schedule as DMA migrates to the Global Geospatial
Information and Services (GGI&S) era. Successful demonstration of
production capability is anticipated to lead to follow-on work as DMA
has significantly increased its budget for contracting over the next
several years. This contract solicitation requires the softcopy
extraction of MC&G data from imagery and the product finishing of both
a Topographic Line Map (TLM) and a Vector Smart Map, Level 2 (VMap2).
The contractor will also deliver Digital Terrain Elevation Data, Level
2 (DTED2) and Controlled Image Base (CIB) as part of the production
demonstration. This contract solicitation will encompass a digital
production process that includes stereo data extraction from image
source provided by DMA and product finishing in both hard and soft
copy. Specifically, each contractor (or group) that attempts a
demonstration will be assigned specific production area, each composed
of four individual 15' x 15' areas. Over this area 4 Topographic Line
Maps (TLMs) and 4 VMap2 products must be produced compliant to DMA
standard product specifications. CIB and DTED2 shall be produced as
by-products of the previously mentioned products. The contractor shall
provide all services, materials, supplies, facilities, labor, and
supervision necessary to complete and deliver to DMA, softcopy
extracted digital data in VPF Feature Attribute Coding Catalogue
(FACC). Also required are Ready for Reproduction (R4R) color separated
negatives and this same data in TIFF Group 4 format for each of the
TLM color separates, color proofs made from the final negatives, the
corresponding area in VMap2 on 8mm tape, a DTED2 cell, CIB over the
same area, and a detailed project history. The extracted data will be
provided at a sufficient level that will support large scale product
finishing (i.e., TLM and VMap2). DMA will furnish all available sources
that are required for the production assignment. These sources consist
of, but are not limited to; geopositioned imagery (either soft copy or
hard copy), UTM grid and projection on the World Geodetic System 1984
(WGS 84), current geodetic data, supplementary sources (map and/or
imagery) for feature classification or clarification, approved Board of
Geographic Names (BGN) package, VPF Military Standard, VMap2 Military
Specifications (Draft), VMap2 Extraction/Finishing Guide, TLM Military
Specifications, TLM Production Guidelines, DTED2 and CIB Specs, master
margin (if available), smaller scale DMA map products covering the area
(if available), existing maps which adjoin the project area (if
available), VMap Individual Library Instructions (ILI), and Individual
Sheet Instructions (ISI). The extraction production processes must be
performed within an approved secure facility and will require
appropriate personnel clearances. This solicitations requires a Top
Secret (TS/TK) clearance. All prospective contractor must have,
approved personnel and facilities to be considered for award.
Classified specification will be available for review only at DMA
Bethesda. Specification/Guidance documentation will not be available to
contractors without requisite clearances. The interim softcopy
extracted data and CIB delivered to DMA will be classified. The final
TLM reproduction negatives and color proofs, DTED2 and VMap2 data will
be unclassified. DMA requires that all deliverables be provided in a
timely fashion and satisfy all DMA quality requirements. The initial
schedule for final contract deliverables will be 370 calendar days from
contract award, however, the solicitation will request a contractor
proposed schedule and detailed production workflow that will be
evaluated accordingly. Interim deliverables will be due prior to the
start of product finishing. For terms of reference, the following is
provided: a. GEOPOSITIONING: Geopositioning is the process of
analytical mensuration and triangulation which refines initial sensor
parameters (position and orientation) to produce a homogeneous solution
referenced to the WGS 1984 Ellipsoid. The output is the photogrammetric
control solution. b. EXTRACTION: Extraction is the process of
abstracting and compiling product information as a point, line, or area
feature from selected source materials, utilizing a variety of
techniques to achieve an accurate cartographic representation of a
specific area at a specific scale according to product specifications
and extraction guidelines. The extracted data shall be suitable for
digital product finishing. c. PRODUCT FINISHING: Product Finishing is
the transformation of extracted data into color separated files that
can be output to make final reproduction film negatives and/or final
digital products. The final format for the TLM data will be TIFF Group
4 files. The final digital data shall be produced per VMap2, TLM,
DTED2 and CIB specifications. Interested parties should submit written
requests for a copy of the solicitation. Due to MC&G restrictions, no
Foreign Nationals are allowed to participate in this procurement.NOTE:
REQUESTS FOR SOLICITATION MUST IDENTIFY CONTRACTOR CLEARANCE LEVEL FOR
BOTH PERSONNEL AND FACILITIES, AND THE AGENCY GRANTING THE CLEARANCES.
