Development (USAID) Nepal Mission intends to extend the existing
Contract No. 367-0160-C-00-2005-00 with the present contractor
Chemonics International Consulting Division (Chemonics) through July
31, 1997 from present contract performance period of November 13, 1991
to September 30, 1996 to continue providing services under the
Agroenterprise and Technology Systems Project (ATSP) which has been
extended to July 1997. The Contractor will be responsible to provide
technical assistance to the Nepal Agricultural Research Council (NARC)
of the Government of Nepal and the Federation of Nepalese Chambers of
Commerce and Industry Agro enterprise Center (AEC) to respectively
improve institutional systems in personnel management, financial
management and agricultural research outreach and to strengthen
marketing and agribusiness planning and policy agendas. The Contractor
will be responsible for providing technical assistance from an
Agricultural Research Institution Specialist to complete ongoing
systems in personnel and financial management at both NARC's
headquarters office and at selected field stations. In outreach the
Specialist will be responsible for planning, implementing, monitoring
and evaluation of the NARC outreach research system. The Contractor
will also provide a Marketing and Agricultural Policy Specialist to
work with the AEC to strengthen and expand current market systems,
develop a sustainable income system and complete work on agricultural
policy regarding private agribusiness. The Contractor will provide 22
man months of long-term expatriate advisory service for the extension
period of 10 months; 9 man-month of short-term advisory services
intermittently during the 10 months; 60 man months of local
consultants; and 130 man months of local administrative support will
continue to fund six M.Sc. participants. A cost reimbursement contract
is expected under the authority of FAR Part 6.302-1; Circumstances
Permitting Other than Full and Open Competition unless the Contracting
Officer determines that more than one source can meet the Government's
needs, as a result of this notice. To respond to this notice and to be
considered, offerors must see Numbered Notes 22 and 25 and must
strictly comply with the submission instructions and requirements. All
responsible sources may submit an expression of interest which must
include capability statements. USAID/Nepal will not respond to requests
nor consider proposals that do not comply with the submission
requirements. It is the sole responsibility of offerors to ensure that
their expression of interest and all necessary documents reach the
Contracting Office, USAID/Nepal, G.P.O. Box 5653, Kalimati Durbar,
Kathmandu, Nepal not later than 45 days from the date of this notice in
